The Honourable Senator Oliver tabled the following:

Report of the Canadian Delegation of the Inter-Parliamentary Union, respecting its participation at the 115th IPU Assembly and Related Meeting, held in Geneva, Switzerland, from October 16 to 18, 2006.—Sessional Paper No. 2/39- 467.

Report of the Canadian Delegation of the Inter-Parliamentary Union, respecting its participation at the One-day Parliamentary Meeting on the occasion of the 51st session of the Commission on the Status of Women: A parliamentary perspective on discrimination and violence against the girl child, held in New York, United States, on March 1, 2007.—Sessional Paper No. 2/39-468.

Report of the Canadian Delegation of the Inter-Parliamentary Union, respecting its participation at the Annual Parliamentary Conference on the WTO organized jointly by the Inter-Parliamentary Union and the European Parliament, held in Geneva, Switzerland, on December 1 and 2, 2006.—Sessional Paper No. 2/39-469.

The Honourable Senator Di Nino moved, seconded by the Honourable Senator Stratton, that the bill be read the third time.

Ordered, That a message be sent to the House of Commons to acquaint that House that the Senate has passed this bill, without amendment.

Reports of Committees

Consideration of the third report of the Special Senate Committee on Anti-terrorism (Bill S-3, An Act to amend the Criminal Code (investigative hearing and recognizance with conditions), with amendments), presented in the Senate on March 4, 2008.

The Honourable Senator Smith, P.C., moved, seconded by the Honourable Senator Fraser, that the report be adopted.

The question being put on the motion, it was adopted.

The Honourable Senator Tkachuk moved, seconded by the Honourable Senator Meighen that the bill, as amended, be placed on the Orders of the Day for a third reading at the next sitting.

Consideration of the seventh report of the Standing Senate Committee on National Finance (Supplementary Estimates (B) 2007-2008), presented in the Senate on March 4, 2008.

The Honourable Senator Day moved, seconded by the Honourable Senator Grafstein, that the report be adopted.

The Honourable Senator Stratton moved, seconded by the Honourable Senator Tkachuk, that further debate on the motion be adjourned until the next sitting.

Resuming debate on the motion of the Honourable Senator Phalen, seconded by the Honourable Senator Day, for the second reading of Bill S-218, An Act to amend the Immigration and Refugee Protection Act and to enact certain other measures, in order to provide assistance and protection to victims of human trafficking.

The bill was then read the second time.

The Honourable Senator Moore moved, seconded by the Honourable Senator Grafstein, that the bill be referred to the Standing Senate Committee on Human Rights.

Resuming debate on the motion of the Honourable Senator Tkachuk, seconded by the Honourable Senator Stratton, for the second reading of Bill S-225, An Act to amend the State Immunity Act and the Criminal Code (deterring terrorism by providing a civil right of action against perpetrators and sponsors of terrorism).
