The Special Senate Committee on the Pearson Airport Agreements met this day, at 3:00 p.m., the Chair, the Honourable Senator Finlay MacDonald (Halifax), presiding.

Members of the Committee present: The Honourable Senators Grafstein, Hervieux-Payette, Jessiman, Kirby, LeBreton, Lynch-Staunton, MacDonald (Halifax) and Tkachuk. (8)

Other Senator present: The Honourable Senator Stewart.

In attendance: John Nelligan, Q.C., Counsel to the Committee.

WITNESSES:

From Environment Canada:

Mel Cappe, Deputy Minister (former Deputy Secretary, Programs Branch, Treasury Board of Canada).

From Treasury Board:

Sid Gershberg, Assistant Secretary, Economic Programs Sector;

Al Clayton, Executive Director, Bureau of Real Property and Matériel.

The Committee resumed its examination of the Order of Reference adopted by the Senate on May 4, 1995. The Clerk of the Committee administered the oath/solemn affirmation and declaration to the witnesses, pursuant to section 13 of the Parliament of Canada Act.

The witnesses made a statement and answered questions.

At 5:30 p.m., the Committee recessed.

At 7:02 p.m., the Committee resumed.

At 9:25 p.m., the Committee adjourned to the call of the Chair.
