The Special Committee of the Senate on the Pearson Airport Agreements met this day, at 8:30 a.m., the Honourable Senator Finlay MacDonald (Halifax), presiding.
Members of the Committee present: The Honourable Senators Bryden, Jessiman, Kirby, LeBreton, Lynch-Staunton, MacDonald, Poulin and Tkachuk. (8)
Other Senators present: The Honourable Senator Stewart.
In attendance: John Nelligan, Q.C., Counsel to the Committee.
It was moved by Senator LeBreton, - That the following report be presented to the Senate:
TUESDAY, October 17, 1995
The Special Committee of the Senate on the Pearson Airport Agreements has the honour to present its
SECOND REPORT
On May 4, 1995, pursuant to a motion adopted by the Senate, your Committee was appointed to "examine and report upon all matters concerning the policies and negotiations leading up to, and including, the agreements respecting the redevelopment and operation of Terminals 1 and 2 at Lester B. Pearson International Airport and the circumstances relating to the cancellation thereof".
In order to carry out this mandate, it is crucial that your Committee be granted access to the Treasury Board Submissions of August 1993 concerning the Pearson Airport Agreements. Your Committee is satisfied that the release of these documents is in the public interest and constitutes a reasonable exception to the customary practice of respecting Cabinet confidentiality.
Therefore your Committee recommends that a humble address be presented to His Excellency the Governor General praying that he will cause to be laid before the Senate a copy of the Submissions to Treasury Board in August 1993 relating to the Pearson Airport Agreements.

The question being put on the motion, it was affirmed by a show of hands: yeas 4; nays 0; abstentions 4.
With respect to the Committee's examination of its Order of Reference adopted by the Senate on May 4, 1995, the Committee considered the matter of summoning Mr. Robert Green Q.C. and Mr. Jacques Pigeon, Q.C.
Ordered, - That certificates duly filed by members of the Committee, Honourable Senator Kirby and Honourable Senator Jessiman be tabled and that they constitute part of this Committee's proceedings.
It was moved by Senator LeBreton, - That Jacques Pigeon, Q.C. and Robert Green, Q.C. be summoned to appear and to testify before this Committee on October 23, 1995 at 9:00 a.m.
The question being put on the motion, it was resolved in the affirmative.
At 9:15 a.m., the Committee adjourned to the call of the Chair.
