The Standing Senate Committee on Banking, Trade and Commerce met this day at 11:05 a.m. in Room 505, Victoria Building.

Members of the Committee present: The Honourable Senators Austin, P.C., Hervieux-Payette, P.C., Kelleher, P.C., Stewart and Taylor. (5)

Other senator present: The Honourable Senator Grimard.

In attendance: From the Research Branch of the Library of Parliament, Mr. Gerald Goldstein, Director, Economics Division.

Also present: The official reporters of the Senate.

WITNESSES:

From the Department of Finance:

Mr. Len Farber, Director, Legislation, Tax Policy Branch;

Mr. Dan MacIntosh, Legislation Coordinator, Tax Policy Branch;

Mr. Gérard Lalonde, Chief, Tax Policy Branch.

From the Canadian Advanced Technology Association:

Ms Shirley-Anne George, Executive Director (Ottawa);

Ms Debbie Weinstein, Member, Board of Directors.

On a motion by Senator Stewart, it was agreed -- THAT Senator Austin act as Chairman for this day's meeting.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, 19, 1996, the Committee Proceeded to study Bill C-36, An Act to amend the Income Tax Act, the Excise Act, the Excise Tax Act, the Office of the Superintendent of Financial Institutions Act, the Old Age Security Act and the Canada Shipping Act.

Mr. Farber from the Department of Finance made an opening statement and then, along with Mr. MacIntosh, answered questions.

Ms Shirley-Anne George from the Canadian Advanced Technology Association made an opening statement and answered questions.

It was agreed, -- THAT Bill C-36 be adopted and reported to the Senate without amendment, but with an observation.

At 12:00 p.m., the Committee adjourned to the call of the Chair.
