The Special Committee of the Senate on the Cape Breton Development Corporation has the honour to present its

FIRST REPORT

Your Committee, which was authorized by the Senate on April 25, 1996 to examine and report upon the Annual Report and Corporate Plan of the Cape Breton Development Corporation and related matters, respectfully requests that it be empowered to engage the services of such counsel and technical, clerical and other personnel as may be necessary for the purpose of its study.

Pursuant to section 2:07 of the Procedural Guidelines for the Financial Operation of Senate Committees, the budget submitted to the Standing Committee on Internal Economy, Budgets and Administration and the report thereon of that Committee are appended to this report.

APPLICATION FOR BUDGET AUTHORIZATION FOR THE PERIOD ENDING MARCH 31, 1997

Extract from the Journals of the Senate, April 25, 1996:

The Honourable Senator Murray, P.C., moved, seconded by the Honourable Senator Berntson:

That a special committee of the Senate be appointed to examine and report upon the Annual Report and Corporate Plan of the Cape Breton Development Corporation and related matters;

That the Committee be composed of twelve Senators, three of whom shall constitute a quorum;

That the Committee have power to send for persons, papers and records, to examine witnesses, to report from time to time and to print such papers and evidence from day to day as may be ordered by the committee;

That the Committee have power to sit during sittings and adjournments of the Senate; and

That the Committee submit its final report no later than June 15, 1996.
