The Standing Senate Committee on National Finance met at 5:15 p.m. this day, in Room 356-S, the Chairman, the Honourable Senator Tkachuk, presiding.

Members of the Committee present: The Honourable Senators Tkachuk, Anderson, Bolduc, Cools, Kelly, Losier-Cool, Maheu, Poulin and Rizzuto (9).

Other senators present: The Honourable Senators Kinsella and Nolin.

In attendance from the Parliamentary Centre: Dr. Edward J.D. Ketchum, Director of Research.

Also in attendance: The official reporters of the Senate.

APPEARING:

The Honourable Marcel Massé, P.C., M.P., President of the Treasury Board and Minister responsible for Infrastructure.

WITNESS:

From the Treasury Board:

V. Peter Harder, Secretary of the Treasury Board and, Comptroller General of Canada.

Pursuant to it's Orders of Reference adopted by the Senate on Wednesday, March 20, 1996, resumed its examination on Main Estimates laid before Parliament for the fiscal year ending March 31, 1997.

The minister made opening remarks and, with Mr. Harder, answered questions.

At 6:45 p.m., the committee adjourned to the call of the Chair.
