The Standing Senate Committee on Legal and Constitutional Affairs, met this day, in Room 505, Victoria Building, at 10:38 a.m., the Chair, the Honourable Senator Sharon Carstairs, presiding.

Members of the Committee present: The Honourable Senators Carstairs, Gigantès, Lewis, Milne, and Pearson (5).

In attendance: Gérald Lafrenière, Research Officer, Research Branch of the Library of Parliament.

Also in attendance: The official reporters of the Senate.

WITNESSES:

From the Motion Picture Studio Production Technicians, Local 891:

Mr. Tom Adair, Business Representative;

Mr. Neil McLeod, Motion Picture Prop Master, Six Angles Production Inc..

Pursuant to the Order of Reference adopted by the Senate on Wednesday, November 27, 1996, the Committee continued its consideration of the Regulations pursuant to Section 118 of the Firearms Act (See Issue No. 39, Wednesday, December 4, 1996, for full text of Order of Reference).

The Chair made an opening statement.

Mr. Tom Adair made a statement.

Mr. Neil McLeod made a statement.

The witnesses answered questions.

At 11:48 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Legal and Constitutional Affairs, met this day, in Room 505, Victoria Building, at 1:01 p.m., the Chair, the Honourable Senator Sharon Carstairs, presiding.

Members of the Committee present: The Honourable Senators Beaudoin, Bryden, Carstairs, Gigantès, Lewis, Lynch-Staunton, Milne, Murray, and Pearson (9).

In attendance: James Robertson and Mollie Dunsmuir, Research Officers, Research Branch of the Library of Parliament.

Also in attendance: The official reporters of the Senate.

APPEARING:

The Honourable Herb Gray, C.P., M.P., Leader of the Government in the House of Commons.

WITNESS:

Mr. Ron Stevenson, Director of Operations, General Counsel, Privy Council Office.

Pursuant to the Order of Reference adopted by the Senate on, Thursday, December 5, 1996, the committee commenced its consideration of Bill C-63, An Act to amend the Canada Elections Act, the Parliament of Canada Act and the Referendum Act.

The Chair made an opening statement.

It was moved by the Honourable Senator Milne -- THAT any consideration or votes on any motions dealing with the disposition in Committee of Bill C-63, An Act to amend the Canada Elections Act, the Parliament of Canada Act and the Referendum Act, be held no earlier than at the completion of hearing of all witnesses.

It was agreed.

The Honourable Herb Gray made a statement and answered questions.

At 2:40 p.m., the committee adjourned to the call of the Chair.
