The Standing Senate Committee on Legal and Constitutional Affairs, met this day, in Room 256-S, Centre Block, at 3:17 p.m., the Chair, the Honourable Senator Sharon Carstairs, presiding.

Members of the committee present: The Honourable Senators Beaudoin, Carstairs, Doyle, Gigantès, Lewis, Losier-Cool, Milne, Moore and Pearson. (9)

Other senators present: The Honourable Senator Watt. (1)

In attendance: Gérald Lafrenière, Research Officer, Research Branch of the Library of Parliament.

Also in attendance: The official reporters of the Senate.

WITNESSES:

From the Grand Council of the Crees (of Quebec) / Cree Regional Authority and the Cree Trappers' Association:

Mr. Philip Awashish, former Deputy Grand Chief, Grand Council of the Crees;

Ms Deborah Friedman, Legal Counsel;

Mr. Rick Cuciurean, Cree Trappers' Association.

From the Mamit Innuat First Nations:

Mr. Guy Bellefleur, spokesperson;

Mr. Armand Mckenzie, legal counsel.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, November 27, 1996, the committee continued its consideration of the Regulations pursuant to Section 118 of the Firearms Act (See Issue No. 39, Wednesday, December 4, 1996, for full text of Order of Reference).

The Chair made an opening statement.

Mr. Philip Awashish made a statement and, together with Ms Deborah Friedman and Mr. Rick Cuciurean, answered questions.

Mr. Guy Bellefleur made a statement and, together with Mr. Armand Mckenzie, answered questions.

At 5:25 p.m., the committee proceeded in camera to consider the draft report.

At 5:57 p.m., the committee adjourned to the call of the Chair.
