The Standing Senate Committee on Legal and Constitutional Affairs, met this day, in Room 505, Victoria Building at 9:00 a.m., the Chair, the Honourable Senator Sharon Carstairs, presiding.
Members of the committee present: The Honourable Senators Beaudoin, Carstairs, Doyle, Jessiman, Kenny, Lewis, Maheu, Nolin, and Pearson (9).

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 13, 1997, the committee continued its consideration Bill C-71, An Act to regulate the manufacture, sale, labelling and promotion of tobacco products, to make consequential amendments to another Act and to repeal certain Acts. (See Issue No. 50, Wednesday, March 19, 1997, for full text of Order of Reference. )
The Chair made an opening statement.
Mr. Peter Power, Ms Karen Planden, Mr. Robert Gagné, and Mr. Keith Kelly each made a statement and answered questions.
Mr. Michel Nadeau, Mr. John Scott and Mr. Peter Flach each made a statement and answered questions.
Mr. Scott agreed to provide to the committee a list of those parts of the bill which his organization considers to be unclear.
At 11:17 a.m., Senator Lewis took the Chair.
At 11:19 a.m., Senator Carstairs returned to the Chair.
Mr. Pierre Patenaude made a statement and along with Raymond Laporte, answered questions.
Mr. Laporte tabled with the committee a letter from Health and Welfare Canada, dated January 16, 1995, regarding the modification of cigarette vending machines (Exhibit No. 5900 L1-C-71 54 "4").
At 12:11 p.m., the committee adjourned to the call of the Chair.
