The Subcommittee on Transportation Safety of the Standing Senate Committee on Transport and Communications met at 12:19 p.m. this day for the purpose of organization.

Members of the subcommittee present: The Honourable Senators Adams, Forrestall and Mercier. (3)

Other senators present: The Honourable Senators Atkins and Spivak.

In attendance: John Christopher, Research Officer, Research Branch, Library of Parliament; Bruce Carson, Senior Adviser; Michel Patrice, Legislative Clerk, Committees and Private Legislation Directorate.

Also in attendance: The official reporters of the Senate.

The subcommittee proceeded to organize pursuant to the resolution of the committee adopted on October 24, 1996.

The clerk of the subcommittee presided over the election of the Chair.

The Honourable Senator Adams moved that the Honourable Senator Forrestall be Chair of this subcommittee.

The question being put on the motion, it was adopted.

The Chair presiding, the Honourable Senator Spivak moved that the Honourable Senator Adams be Deputy Chair of this subcommittee.

The question being put on the motion, it was adopted.

The Honourable Senator Mercier moved the Chair and Deputy Chair be authorized to invite witnesses and schedule hearings.

The question being put on the motion, it was adopted.

The Honourable Senator Adams moved that the subcommittee print 200 copies of its proceedings and that the Chair be authorized to adjust this number from time to time to meet demand.

The question being put on the motion, it was adopted.

The Honourable Senator Adams moved that, pursuant to Rule 89, the Chair be authorized to hold meetings, to receive and authorize the printing of evidence when a quorum is not present.

The question being put on the motion, it was adopted.

The Honourable Senator Mercier moved that the subcommittee request the Library of Parliament to assign research officers to the committee.

The question being put on the motion, it was adopted.

The Honourable Senator Spivak moved that the Chair be authorized to direct the research staff in the preparation of studies, analyses, summaries and draft reports.

The question being put on the motion, it was adopted.

The Honourable Senator Adams moved that, pursuant to the Senate guidelines for witnesses' expenses, the subcommittee may reimburse reasonable travelling and living expenses to no more than two witnesses from any one organization and payment will take place upon application.

The question being put on the motion, it was adopted.

The Honourable Senator Mercier moved that the subcommittee meet on Thursdays at 12 noon.

The question being put on the motion, it was adopted.

It was agreed, -- THAT the workplan, as revised, be adopted subject to necessary changes.

The Honourable Senator Mercier moved that the subcommittee travel to western Canada during the last week of November 1996 and to the rest of Canada during the last two weeks of February 1997.

The question being put on the motion, it was adopted.

The Honourable Senator Spivak moved that press communiqués be approved by the Chair and Deputy Chair or their representatives.

The question being put on the motion, it was adopted.

At 12:50 p.m., the subcommittee adjourned to the call of the Chair.

Members of the subcommittee present: The Honourable Senators Adams, Bacon, Forrestall and Mercier. (4)

In attendance: John Christopher, Research Officer, Research Branch, Library of Parliament; Bruce Carson, Senior Adviser; Keith Miller, Special Adviser on Aviation, Committees and Private Legislation Directorate.

Also in attendance: The official reporters of the Senate.

The subcommittee proceeded to consider the state of transportation safety and security in Canada pursuant to Order of Reference adopted by the Senate on October 2, 1996 and the resolution of the committee adopted on October 24, 1996.

WITNESSES:

From the Department of Transport:

Ron Jackson, Assistant Deputy Minister, Safety and Security Group;

Gaétan Boucher, Acting Director General, Safety and Security Secretariat.

The witnesses made a statement and answered questions.

It was agreed, -- THAT the presentation by the Department of Transport be filed with the clerk of the committee as Exhibit 6050-2.35 / T1 - "1".

At 5:05 p.m., the subcommittee adjourned to the call of the Chair.
