The Subcommittee on Transportation Safety of the Standing Senate Committee on Transport and Communications met at 3:34 p.m. this day, the Chair, the Honourable J. Michael Forrestall, presiding.

Members of the subcommittee present: The Honourable Senators Adams, Bacon, Forrestall and Mercier. (4)

Other senators present: The Honourable Senators Spivak and Stratton.

In attendance: John Christopher, Research Officer, Research Branch, Library of Parliament; Bruce Carson, Senior Adviser; Keith Miller, Special Adviser on Aviation.

Also in attendance: The official reporters of the Senate.

The subcommittee proceeded to consider the state of transportation safety and security in Canada pursuant to the Order of Reference adopted by the Senate on October 2, 1996 and the resolution of the committee adopted on October 24, 1996. (See Issue no. 1, dated November 7, 1996, for full text of Order of Reference.)

WITNESSES:

From the Railway Safety Act Review Committee:

Armand Goguen, Former Member.

From NAV CANADA:

Gilles Rodrigue, Assistant to the President, Safety and Quality;

Terry Kelly, Manager for Safety Policy.

From the Canadian Automobile Association:

Brian Hunt, President,

Richard J. Godding, Vice-president, Corporate and Public Affairs;

Rosalinda Weisbrod, Manager, Traffic Safety.

Barbara Butler made a statement and answered questions.

The Honourable Senator Spivak moved that the presentation by Barbara Butler be printed as an appendix to this day's Minutes of Proceedings and Evidence. (See Appendix 6050-2.35/T1,6, "1").

The witnesses from the Railway Safety Act Review Committee made a statement and answered questions.

It was agreed, -- THAT the presentation by the Railway Safety Act Review Committee be filed with the clerk of the committee as Exhibit 6050-2.35/T1 - "3".

The witnesses from NAV CANADA made a statement and answered questions.

It was agreed, -- THAT the presentation by NAV CANADA be filed with the clerk of the committee as Exhibit 6050-2.35/T1 - "4".

At 6:00 p.m., the meeting was suspended.

At 7:27 p.m., the meeting resumed.

The witnesses from the Canadian Automobile Association made a statement and answered questions.

It was agreed, -- THAT the presentation by the Canadian Automobile Association be filed with the clerk of the committee as Exhibit 6050 -2.35/T1 - "5".

At 8:15 p.m., the subcommittee adjourned to the call of the Chair.
