The Standing Senate Committee on Agriculture and Forestry met at 9:09 a.m., this day, in Room 705, Victoria Building, the Chairman, the Honourable Senator Leonard Gustafson, presiding.

Members of the committee present: The Honourable Senators, Bryden, Callbeck, Robichaud, Sparrow, Spivak, Stratton and Taylor (7).

In attendance: From the Research Branch of the Library of Parliament: June Dewetering, Research Officer.

Also in attendance: The official reporters of the Senate.

Pursuant to its order of reference to study the present state and future of agriculture in Canada, the committee discussed its future business.

It was agreed, -- That the Clerk of the Committee explore the possibility of a trip to Washington, DC in late April/early May.

It was agreed, -- That the Honourable Ralph E. Goodale, Minister responsible for the Canadian Wheat Board, be asked to appear, should C-4 be referred to the committee.

It was noted, -- That the Honourable Allan Rock, Minister of Health, had been invited by the Steering Committee to appear regarding RBST-related issues.

Pursuant to its order of reference to study the present state and future of forestry, the committee proceeded to the consideration of the creation of a subcommittee.

The Honourable Senator Callbeck moved, -- That a subcommittee be created and that it be authorized to inquire into issues related to the harvest of the Boreal Forest and other matters relating to forestry which may be referred to it from time to time by the committee.

That the subcommittee be given the powers extended to the Standing Senate Committee on Agriculture by rules 89 and 90 of the Rules of the Senate of Canada with the exception of the power to report its findings to the Senate directly.

That the subcommittee be comprised of five (5) members, three of whom shall constitute a quorum.

That the initial membership of the Subcommittee on the Boreal Forest be as follows: the Honourable Senators Robichaud, Spivak, Stratton, Taylor and Whelan

That substitutions in membership be communicated to the clerk of the subcommittee.

The questions being put on motion, -- it was agreed.

The Honourable Senator Spivak moved, -- That the committee adjourn and that the subcommittee meet for the purposes of an organization meeting.

The questions being put on motion, -- it was agreed.

At 9:40 a.m., the committee adjourned to the call of the Chair.

Consideration of Bill C-4, An Act to amend the Canadian Wheat Board Act and to make consequential amendments to other Acts.

Howard Migie, Director General, Adaptation and Grain Policy Directorate, Policy Branch.

Don Adnam, Deputy Director, International Markets Analysis, Grains and Oilseeds Division, International Markets Bureau, Market and Industry Services Branch.

The Honourable Ralph E. Goodale made a brief presentation and answered questions.

At 5:04 p.m. the committee adjourned to the call of the Chair.
