The Standing Senate Committee on Banking, Trade and Commerce met this day, in camera, at 12:05 p.m.. in Room 505, Victoria Building, the Chairman, the Honourable Michael Kirby, presiding.

Members of the committee present: The Honourable Senators Angus, Austin, P.C., Callbeck, Kelleher, P.C., Kenny, Kirby, Kolber, Meighen, Oliver, Stewart and Tkachuk (11).

Other senator present: The Honourable Senator Kroft (1).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Mr. Gerry Goldstein, Director Economics Division and Ms Margaret Smith, Research Officer, Law and Government Division.

It was moved by the Honourable Senator Kirby, seconded by the Honourable Senator Meighen -- That the Standing Senate Committee on Banking, Trade and Commerce authorizes its Subcommittee on Agenda and Procedure to determine whether any member of the committee was on "official business" for the purposes of paragraph 8(3)(a) of the Senators Attendance Policy, published in the Journals of the Senate on Wednesday, June 3, 1998; That the committee also authorizes the subcommittee to consider any member of the committee to be on "official business" if that member is: (a) attending a function, event or meeting related to the work of the committee; or (b) making a presentation related to the work of the committee.

The committee proceeded, in camera, to discuss future business.

At 1:45 p.m., the committee adjourned to the call of the Chair.

Ms Louise Pelly, Advisor; and

Mr. Kevin Wright, Senior Research Associate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 22, 1997, the committee resumed its examination into the state of the financial system in Canada and in particular its study of the Task Force on the Future of the Canadian Financial Services Sector. (See Issue No. 1, October 23, 1997, for the full text of the Order of Reference.)

Mr. MacKay made an opening statement and then, together with other witnesses, answered questions.

At 12:45 p.m., the committee adjourned to the call of the Chair.
