The Standing Senate Committee on Banking, Trade and Commerce met this day, at 9:30 a.m. in room 505, Victoria Building, the Chairman, the Honourable Michael Kirby, presiding.

Members of the committee present: The Honourable Senators Angus, Callbeck, Hervieux-Payette, P.C., Kenny, Kirby, Kolber, Meighen, Oliver and Stewart (9).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Mr. Anthony Jackson, Economics Division.

Also present: The official reporters of the Senate.

WITNESSES:

From the Department of Industry:

Mr. Konrad von Finckenstein, Director of Investigation and Research, Competition Bureau;

Mr. Don Mercer, Head, Amendments Unit, Competition Bureau;

Mrs. Nicole Ladouceur, Acting Deputy Director of Investigation and Research, Fair Business Practices Branch, Competition Bureau;

Mr. Robert Lancop, Assistant Deputy Director of Investigation and Research Mergers Branch, Competition Bureau; and

Mr. François Côté, General Counsel and Director, Legal Services.

From the Retail Council of Canada and Ford Motors:

Mr. Peter Woolford, Retail Council of Canda; and

Pursuant to the Order of Reference adopted by the Senate on Tuesday, November 17, 1998, the committee proceeded to study Bill C-20, An Act to amend the Competition Act and to make consequential and related amendments to other Acts.

Mr. von Finckenstein made an opening statement and, together with officials, answered questions.

Mr. Woolford and Mr. Stewart each made an opening statement and then answered questions.

Mr. Gustavson made an opening statement and then answered questions.

At 11:30 a.m., the committee adjourned to the call of the Chair.

Also present: The official reporters of the Senate.

The committee met to consider a draft report on its study of the Task Force on the Future of the Canadian Financial Services Sector.

At 17:45 p.m., the committee adjourned to the call of the Chair.
