The Standing Senate Committee on Foreign Affairs met at 3:31 p.m. this day, in room 160-S, Centre Block, the Chair, the Honourable John B. Stewart, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Bolduc, Corbin, Di Nino, Forrestall, Grafstein, Losier-Cool, Lynch-Staunton, Stewart and Stollery (10).

Other senators present: The Honourable Senator Roche (1).

In attendance: Wolfgang Koerner, David S. Goetz and Jack Stilborn from the Library of Parliament.

Also in attendance: The Official Reporters of the Senate.

WITNESSES:

As a panel:

Professor David Bercuson, Director, Centre for Military and Strategic Studies, University of Calgary;

Professor Denis Stairs, Department of Political Science, Dalhousie University.

The committee, resumed consideration of its order of reference pertaining to its examinagion of the ramifications to Canada:

1. of the changed mandate of the North Atlantic Treaty Organization (NATO) and Canada's role in NATO since the demis of the Warsaw Pact, the end of the Cold War and the recent addition to membership in NATO of Hungary, Poland and the Czech Republic; and

2. the peacekeeping, with particular reference to Canada's ability to participate in it under the auspices of any international body of which Canada is a member. (See committee proceedings of April 14, 1999, issue No. 33).

Professor David Bercuson, and Professor Denis Stairs each made a statement and answered questions.

At 5:23 p.m., the committee proceeded in camera to consider future business.

At 5:34 p.m., the committee adjourned to the call of the Chair.
