The Standing Senate Committee on Legal and Constitutional Affairs, met this day in Room 257, East Block, at 10:50 a.m., the Chairman, the Honourable Senator Lorna Milne, presiding.

Members of the committee present: The Honourable Senators DeWare, Gigantès, Joyal, Lewis, Milne, Moore, Pépin and Watt (8).

Other senator present: The Honourable Senator Berntson (1).

In attendance: Mary Hurley, Research Officer, Research Branch, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, February 18, 1998, the committee continued its consideration of Bill C-18, An Act to amend the Customs Act and the Criminal Code. (See Issue No.15, Wednesday, February 18, 1998 for full text of Order of Reference.)

WITNESSES:

From the Customs Excise Union:

Ms Karen Dwyer, Acting National President;

Mr. Wayne Mercer, National Vice-President, Atlantic and Quebec;

Mr. Fred Easton, President, Ottawa District Branch.

The Chairman made an opening statement.

Ms Karen Dwyer made a statement.

It was agreed -- That the brief of the Customs Excise Union be filed with the clerk of the committee as Exhibit 5900 L1-C-18-16 "1".

Ms Dwyer, together with Messrs Wayne Mercer and Fred Easton, answered questions.

At 12:12 p.m., the committee adjourned to the call of the Chair.
