The Standing Senate Committee on Legal and Constitutional Affairs, met this day in Room 257, East Block, at 3:40 p.m., the Acting Deputy Chair, the Honourable Pierre Claude Nolin, presiding.
Members of the committee present: The Honourable Senators Beaudoin, Bryden, Butts, Fraser, Grafstein, Joyal, P.C., Lavoie-Roux, Lewis, Moore and Nolin (10).
Other senators present: The Honourable Senator Cools and Sparrow (2).
In attendance: Nancy Holmes, Research Officer, Research Branch, Library of Parliament.
Pursuant to the Order of Reference adopted by the Senate on Tuesday, September 22, 1998, the committee commenced its consideration of Bill C-37, An Act to amend the Judges Act and to make consequential amendments to other Acts.

The minister tabled her response dated September 17, 1998, to the article in The Ottawa Citizen dated September 12, 1998. (Exhibit No. 5900 L1-C-37-31 "1" ).

Professor Frederick L. Morton made a statement.
The witnesses answered questions.
