The Standing Senate Committee on Legal and Constitutional Affairs, met this day in Room 257, East Block, at 9:40 a.m., the Chair, the Honourable Lorna Milne, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Beaudoin, Bryden, Buchanan, P.C., Fraser, Grafstein, Joyal, P.C., Milne, Moore, Nolin and Pearson (11).

In attendance: Marilyn Pilon, Research Officer, Research Branch, Library of Parliament.

Pursuant to the Order of Reference adopted by the Senate on Thursday, October 22, 1998, the committee continued its consideration of Bill C-3, An Act respecting DNA identification and to make consequential amendments to the Criminal Code and other Acts. (See Issue No. 43, Wednesday, November 25, 1998, for full text of Order of Reference.)

The Chair made a statement.

It was agreed -- That the committee complete clause-by-clause consideration of Bill C-3.

It was agreed -- That clause 1 stand.

It was agreed -- That clauses 2 to 26 carry.

It was agreed -- That the title carry.

It was agreed -- That the Bill carry.

It was agreed -- That Bill C-3 be reported to the Senate without amendment.

At 9:46 a.m., the committee proceeded in camera to consider the a draft report.

It was agreed -- That the Steering Committee approve the final text of the report.

At 10:32 a.m., the committee adjourned to the call of the Chair.
