The Standing Senate Committee on Legal and Constitutional Affairs, met this day at 3:45 p.m., in Room 257, East Block, the Honourable Lorna Milne, presiding.

Members of the committee present: The Honourable Senators Beaudoin, Buchanan, P.C., Fraser, Joyal, P.C., Milne, Moore, Nolin and Pearson (8).

Other Senator present: The Honourable Senator Oliver (1).

In attendance: Nancy Holmes, Research Officer, Research Branch, Library of Parliament.

Pursuant to the Orders of Reference adopted by the Senate on Wednesday, December 9, 1998, the committee commenced its consideration of Bill C-445, An Act to change the name of the electoral district of Stormont--Dundas; Bill C-464, An Act to change the name of the electoral district of Sackville--Eastern Shore; and Bill C-465, An Act to change the name of the electoral district of Argenteuil--Papineau.

WITNESS:

From Elections Canada:

Mr. Jean-Pierre Kingsley, Chief Electoral Officer.

The Chair made an opening statement.

Mr. Jean-Pierre Kingsley made a statement and answered questions.

It was moved by the Honourable Senator Fraser -- That Bill C-445 be reported to the Senate without amendment.

The question being put on the motion, it was agreed.

It was moved by the Honourable Senator Nolin -- That Bill C-464 be reported to the Senate without amendment.

The question being put on the motion, it was agreed.

It was moved by the Honourable Senator Beaudoin -- That Bill C-465 be reported to the Senate without amendment.

The question being put on the motion, it was agreed.

At 4:05 p.m., pursuant to the Order of Reference adopted by the Senate on June 2, 1998, the committee commenced its consideration of Bill S-17, An Act to amend the Criminal Code respecting criminal harassment and other related matters.

WITNESS:

The Honourable Donald H. Oliver, Sponsor of the Bill.

Senator Oliver made a statement and answered questions.

At 5:02 p.m., the committee adjourned to the call of the Chair.
