The Standing Senate Committee on Legal and Constitutional Affairs, met this day in Room 257, East Block, at 10:46 a.m., the Honourable Lorna Milne, Chair, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Beaudoin, Fraser, Gill, Grafstein, Joyal, P.C., Milne, Moore and Pearson (9).

Other senator present: The Honourable Senator Adams (1).

In attendance: Mary Hurley and Nancy Holmes, Research Officers, Research Branch, Library of Parliament.

Pursuant to the Orders of Reference adopted by the Senate on Thursday, December 10, 1998, the committee commenced its consideration of Bill C-57, An Act to amend the Nunavut Act with respect to the Nunavut Court of Justice and to amend other Acts in consequence.

APPEARING:

The Honourable Anne McLellan, P.C., M.P., Minister of Justice and Attorney General of Canada.

WITNESSES:

From the Department of Justice:

Mr. Howard Bebbington, Counsel, Criminal Law Police Section;

Mr. Andy Watt, Coordinator, Northern Issues.

The Chair made an opening statement.

The Honourable Anne McLellan made a statement and, together with Howard Bebbington and Andy Watt, answered questions.

At 12:12 p.m., the committee adjourned to the call of the Chair.
