Throughout the hearings, the Committee tried to structure the discussion around a series of six generic questions:
To what extent are existing institutions building bridges between the haves and have nots and across the other stresses which divide Canadians? These divisions can be ethnic, linguistic, regional, economic, age, and so on.
Do the new technologies create new opportunities for communication and participation? Or do they create barriers which keep citizens from participating?
In what ways do globalization and economic change reshape the demands on institutions under discussion in this session?
What new ideas are emerging to foster the integration of disadvantaged groups, that is to be bridge-builders?
What can we learn from recent success stories in breaking down the barriers to full participation in economic, social, and political life?
Do the pressures of globalization put the Canadian social justice tradition at risk? Do Canadians still have choices on social policy?
