The Subcommittee on Veterans Affairs met at 10:07 a.m. in camera, this day in Room 160-S, Centre Block, th Chairman, the Honourable Senator Orville H. Phillips, presiiding.

Members of the subcommittee present: The Honourable Senators Chalifoux, Cools, Forest, Jessiman and Phillips (5).

Other senators present: The Honourable Senators Prud'homme and Kelly (2).

In attendance: From the Research Branch of the Library of Parliament: Grant Purves, Research Officer.

Also in attendance: The official reporters of the Senate.

Pursuant to the Orders of Reference adopted by the Senate on November 25, 1997 and by the Standing Senate Committee on Social Affairs, Science and Technology on November 25, 1997, the subcommittee began its examination upon all matters relating to the future of the Canadian War Museum, including, not restricted to, its structure, budget, name, and independence.

WITNESSES:

From the Department of Canadian Heritage:

Mr. Bill Peters, Acting Assistant Deputy Minister of Arts and Heritage; and

Mr. Chuck Gruchy, Director General of Heritage Branch.

The subcommittee undertook discussion of its future business.

The Honourable Senator Phillips moved, -- That the Honourable Senator Cools be elected deputy chair of the subcommittee.

The question being put on the motion, it was adopted.

The Honourable Senator Cools moved, -- That the work plan and schedule of hearings proposed by the Chairman be approved.

The question being put on the motion, it was adopted.

After debate, it was agreed that the response of Mr. Fred Gaffen, curator of the Holocaust Gallery, to the invitation from the clerk of the subcommittee to appear before the subcommittee form part of the records of the subcommittee. ( Exhibit 6050-1.36/V1-SS2-8.1"1").

The Honourable Senator Cools filed a certificate with the subcommittee indicating that the evidence to be obtained from Mr. Fred Gaffen is important in the subcommittee's examination of the future of the Canadian War Museum.

The Honourable Senator Cools moved, -- That a decision to summon Mr. Gaffen be taken only after the subcommittee has heard the witnesses it has already scheduled to hear.

After debate, the question being put on the motion, it was adopted.

The Chairman moved, -- That the proposed budget for the special study on the Canadian War Museum in the amount of $5,000 be approved and that Elaine Collins be engaged as the communications consultant provided for in the budget.

The question being put on the motion, I was adopted.

At 11:04 a.m., the subcommittee continued its sitting in public and commenced to hear witnesses.

Mr. Peters and Mr. Gruchy of the Department of Canadian Heritage made a presentation and answered questions.

At 12:08 p.m., the subcommittee suspended its sitting until 1:00 p.m.

From the Canadian Museum of Civilization Corporation:

Mr. Joe Geurts, Chief Operating Officer and Senior Vice-President.

From the Friends of the Canadian War Museum:

Colonel J. W. Holtzhauer;

Sandy MacQuarrie, Vice-President; and

Colonel Murray Johnston (retired).

Mr. Glenney from the Canadian War Museum and Mr. Geurts from the Canadian Museum of Civilization made a presentation and answered questions.

General Ramsey Withers from the Task Force on Military History Museum Collections in Canada made a statement and answered questions.

At 2:53 p.m., the subcommittee suspended its sitting for 15 minutes.

At 3:20 p.m., the subcommittee resumed its sitting.

Mr. Geurts and Mr. Glenney made a presentation and answered questions.

The Honourable Senator Cools read a letter from Mr. Fred Gaffen in response to an invitation to appear before the subcommittee into the record.

Colonel Holtzhauer of the Friends of the Canadian War Museum made a statement and answered questions.

Colonel Murray Johnston made a statement and answered questions.

At 5:54 p.m., the subcommittee adjourned its public sitting and continued in camera.

The subcommittee undertook discussion of a statement received from Rabbi Bulks.

After debate, it was agreed to make public the said statement and invite the Rabbi to appear before the subcommittee on Tuesday morning February 3, 1998.

At 6:05 p.m., the subcommittee adjourned to the call of the Chair.
