The Standing Committee on Internal Economy, Budgets and Administration met at 9:05 a.m. this day for the purpose of organization pursuant to rule 88.
Members of the committee present: The Honourable Senators DeWare, Forrestall, Hays, Kroft, Maheu, Milne, Nolin, Poulin, Robichaud, P.C. (Saint-Louis-de-Kent ), Rompkey, P.C., Rossiter and Stollery (12).
Other senators present: The Honourable Senators Comeau and Corbin (2).
In attendance: Mr. Paul Bélisle, Clerk of the Senate, and other Senate officials.
The committee met, pursuant to rule 88, to elect a chairman and to consider various organizational, administrative and financial matters pursuant to rule 86(1)(g).
Election of the Chair

The Clerk presided over the election of the Chairman.
It was moved by the Honourable Senator Milne -- That the Honourable Senator Rompkey be elected Chairman of the Committee.
The question being put on the motion, it was -- resolved in the affirmative.
Election of the Deputy Chair

It was moved by the Honourable Senator DeWare -- That the Honourable Senator Nolin be elected Deputy Chairman of the Committee.
The question being put on the motion, it was -- resolved in the affirmative.
Subcommittee on Agenda and Procedure (Steering)
1999-11-18/003
It is moved by the Honourable Senator Robichaud -- That the Subcommittee on Agenda and Procedure be composed of the Chairman, the Deputy Chairman and the Honourable Senator Poulin and that the quorum be three members; That, if the full committee is unable to meet, the Subcommittee on Agenda and Procedure (Steering Committee) be authorized to deal with and resolve immediate administrative problems and that it report its decisions at the first meeting thereafter; and That the subcommittee be authorized, subject to the approval of the full committee, to strike other subcommittees.

Joint Interparliamentary Council

It was moved by the Honourable Senator Milne -- That the Honourable Senators Rompkey, Nolin and Poulin be named to represent the Senate on the Joint Interparliamentary Council.
The question being put on the motion, it was -- resolved in the affirmative.
Motion to Print Committee's Proceedings

It was moved by the Honourable Senator Poulin, that the committee print 200 copies of its proceedings.
The question being put on the motion, it was -- resolved in the affirmative.
Financial Report
1999-11-18/006
It was moved by the Honourable Senator Maheu -- That pursuant to rule 104, the Chairman be authorized to report expenses incurred by the committee during the last session of the amount of $1,196.05.
After debate, and the question being put on the motion, it was -- resolved in the affirmative.
At 9:15 a.m., the committee proceeded in camera.
At 11:00 a.m., the committee adjourned to the call of the Chair.
