The Standing Senate Committee on Legal and Constitutional Affairs met this day at 3:38 p.m. in room 257, East Block, the Chair, the Honourable Lorna Milne, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Beaudoin, Buchanan, P.C., Fraser, Joyal, P.C., Milne, and Pépin (7).

In attendance: From the Research Branch of the Library of Parliament: Nancy Holmes and Mary Hurley, Research Officers.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, May 9, 2000, the committee continued its examination of Bill C-23, An Act to modernize the Statutes of Canada in relation to benefits and obligations (see Proceedings of the Committee, Issue No. 15, dated May 10, 2000, for full text of Order of Reference).

WITNESSES:

From the Professional Institute of the Public Service of Canada:

Steve Hindle, President;

Sally Diehl, Research Officer and Compensation Analyst.

From the Canadian Labour Congress:

Nancy Riche, Executive Vice-President;

Sue Genge, National Representative.

Ms Riche and Mr. Hindle made presentations and, with Ms Diehl and Ms. Genge, answered questions.

At 4:42 p.m., the committee adjourned to the latter of the adjournment of the Senate or 6:15 p.m. this day.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, May 9, 2000, the committee continued its examination of Bill C-23, An Act to modernize the Statutes of Canada in relation to benefits and obligations (see Proceedings of the Committee, Issue No. 15, dated May 10, 2000, for full text of Order of Reference).

The Honourable Senator Milne read a letter dated June 6, 2000 addressed to her by the Honourable Anne McLellan, P.C., M.P., Minister of Justice and Attorney General of Canada, and a letter dated June 6, 2000 addressed to Chief Philip Einish of the Naskapi Nation of Kawawachikamach from the Honourable Robert D. Nault, P.C., M.P., Minister of Indian Affairs and Northern Development.

It was moved by the Honourable Senator Moore that the Committee do now proceed to clause-by-clause consideration of Bill C-23, to modernize the Statutes of Canada in relation to benefits and obligations.

The question being put on the motion, it was adopted.

It was moved by the Honourable Senator Moore that the committee adopt all clauses, schedules, and the title of Bill C-23, to modernize the Statutes of Canada in relation to benefits and obligations.
