The Standing Committee on Privileges, Standing Rules and Orders met at 11:35 a.m. this day, for the purpose of organization pursuant to rule 88.

Members of the committee present: The Honourable Senators Austin, Beaudoin, DeWare, Grimard, Joyal, P.C., Pépin and Rossiter (7).

In attendance: The official reporters of the Senate.

The Clerk of the committee proceeded to the election of the Chair.

It was moved by the Honourable Senator Joyal, P.C., -- That the Honourable Senator Austin do take the Chair of this committee.

The question being put on the motion, it was -- Resolved in the affirmative.

It was moved by the Honourable Senator DeWare that the Honourable Senator Grimard be elected Deputy Chair of the committee.

The question being put on the motion, it was -- Resolved in the affirmative.

It was moved by the Honourable Senator Grimard -- That the Subcommittee on Agenda and Procedure be composed of the Chair, the Deputy Chair and Senator Pépin and that the quorum be three members.

The question being put on the motion, it was -- Resolved in the affirmative.

It was agreed that the committee print 200 copies of its Proceedings.

It was agreed that the committee ask the Library of Parliament to assign Research Officers to the Committee; and

That the Chair, on behalf of the committee, direct the research staff in the preparation of studies, analysis and summaries.

It was moved by the Honourable Senator Grimard -- That, pursuant to rule 104, the Chair be authorized to report expenses incurred by the committee during the last session.

The question being put on the motion, it was -- Resolved in the affirmative.

It was moved by the Honourable Senator Joyal, P.C., -- That a budget application of $5,000 for the fiscal year 1999-2000 be presented to the Standing Committee on Internal Economy, Budgets and Administration.

The question being put on the motion, it was -- Resolved in the affirmative.

It was agreed that permission be sought from the Senate to sit on Tuesdays at 4:30 p.m. even though the Senate may then be sitting, for the purpose of examining the questions of privilege of Senators Andreychuk and Kinsella.

At 12:05 p.m. the meeting adjourned to the call of the Chair.
