The Subcommittee on Transportation Safety met this day at 1:05 p.m., in Room 356-S, Centre Block, for the purpose of organization, pursuant to Rule 88.
Members of the committee present: The Honourable Senators Adams, Callbeck, Forrestall and Roberge (4).
In Attendance: The official reporters of the Senate.
It was moved by Senator Adams, -- That the Honourable Senator Forrestall be Chair of this subcommittee.
The question being put on the motion, it was resolved in the affirmative.
It was moved by the Honourable Senator Roberge, -- That the Honourable Senator Adams be Deputy Chair of this subcommittee.
The question being put on the motion, it was resolved in the affirmative.
It was moved by the Honourable Senator Callbeck, -- That the Chair and Deputy Chair be empowered to make decisions on behalf of the subcommittee with respect to its agenda, to invite witnesses and schedule hearings.
The question being put on the motion, it was resolved in the affirmative.
It was moved by the Honourable Senator Roberge, -- That the subcommittee print 150 copies of its proceedings and -- That the Chair be authorized to adjust this number to meet demand.
The question being put on the motion, it was resolved in the affirmative.
It was moved by the Honourable Senator Callbeck -- That, pursuant to Rule 89, the Chair be authorized to hold meetings, to receive and authorize the printing of the evidence when a quorum is not present, provided that a representative of the government and a representative from the opposition are present.
The question being put on the motion, it was resolved in the affirmative.
It is moved by the Honourable Senator Roberge -- That the subcommittee ask the Library of Parliament to assign research officers to the subcommittee; -- That the Chair and Deputy-Chair be authorized to retain the services of such experts as may be required by the work of the subcommittee; and -- That the Chair, on behalf of the subcommittee, direct the research staff in the preparation of studies, analyses, summaries and draft reports.
The question being put on the motion, it was resolved in the affirmative.
It was moved by the Honourable Senator Adams -- That the subcommittee empower the Chair to designate, as required, one or more members of the subcommittee and/or such staff as may be necessary to travel on assignment on behalf of the subcommittee.
The question being put on the motion, it was resolved in the affirmative.
It was moved by the Honourable Senator Callbeck -- That pursuant to the Senate guidelines for witnesses expenses, the subcommittee may reimburse reasonable travelling and living expenses for one witness from any one organization and payment will take place upon application, but that the Chair be authorized to approve expenses for a second witness, should there be exceptional circumstances.
The question being put on the motion, it was resolved in the affirmative.
It was moved by the Honourable Senator Roberge -- That the Chair and Deputy-Chair be authorized to permit coverage by electronic media of its public proceedings with the least possible disruption of its hearings.
The question being put on the motion, it was resolved in the affirmative.
It was agreed -- That the time slot for the meetings will be on Thursdays at 12:30 p.m.
At 1:20 p.m., the subcommittee adjourned to the call of the Chair.

The subcommittee proceeded to consider a draft report.

The subcommittee continued to review the draft report.
It was moved by Senator Roberge -- That the subcommittee adopt the draft report, and that the Chair submit it to the main committee for approval.
The question being put on the motion, it was agreed.
The subcommittee proceeded to consider the draft budget.
It was moved by Senator Adams -- That the budget application be concurred in, and that the Chair submit it to the main committee for approval.

WITNESS:
From Transport Canada:
Mr. Derek Sweet, Director, Road Safety Programs.
Pursuant to the Order of Reference adopted by the Senate on Tuesday, March 21, 2000, the subcommittee commenced its examination and recommendations upon the state of transportation safety and security in Canada and to complete a comparative review of technical issues and legal and regulatory structures with a view to ensuring that transportation safety and security in Canada are of such high quality as to meet the needs of Canada and Canadians in the twenty-first century.
Mr. Sweet made an opening statement and answered questions.
At 1:25 p.m., the subcommittee adjourned to the call of the Chair.
