The Standing Committee on Banking, Trade and commerce met at 10:00 a.m. this day, in Room 237, East Block, the Chair, the Honourable Senator Kolber, presiding.

Members of the committee present: The Honourable Senators Angus, Furey, Hervieux-Payette, P.C., Kelleher, P.C., Kolber, Kroft, Meighen, Oliver, Poulin, Setlakwe, Tkachuk and Wiebe (12).

In attendance: From the Parliamentary Research Branch, Library of Parliament, Economic Division: Mr. Alexandre Laurin, Research Officer.

Also in attendance: The official reporters of the Senate.

WITNESSES:

From Simon Fraser University:

Professor John Chant, Department of Economics.

From the Competition Bureau, Industry Canada:

Konrad GV von Finckenstein, Commissioner of Competition;

Richard Annan, Assistant Deputy Commissioner of Competition;

Gerry Birks, Competition Law Officer.

From the Canada Deposit Insurance Corporation:

Ronald N. Robertson, Chairman of the Board;

Jean Pierre Sabourin, President and Chief Executive Officer;

Guy L. Saint-Pierre, Senior Vice-President, Insurance and Risk Assessment.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, April 25, 2001, the committee continued its examination of Bill C-8, An Act to establish the Financial Consumer Agency of Canada and to amend certain Acts in relation to financial institutions.

By video-conference, Professor Chant made a statement and answered questions.

Mr. von Finckenstein made a statement and with the other witnesses from the Competition Bureau answered questions.

Mr. Robertson made a statement and with the other witnesses from the Canada Deposit Insurance Corporation questions.

Senator Tkachuk moved, - That the committee inform the Honourable Paul Martin, Minister of Finance that his attendance before the committee is of utmost importance and that we urge him to appear before this committee on May 30 to discuss Bill C-8.

The question being put on the motion, it was - Resolved in the negative.

Senator Wiebe moved, - That the committee do now adjourned to the call of the Chair.

The question being put on the motion, it was - Resolved in the affirmative.

At 12:33 p.m., the committee adjourned to the call of the Chair.
