The Standing Committee on Banking, Trade and commerce met at 3:40 p.m. this day, in camera, in room 505, Victoria Building, the Chair, the Honourable Senator Kolber, presiding.

Members of the committee present: The Honourable Senators Fitzpatrick, Furey, Hervieux-Payette, P.C., Kelleher, P.C., Kolber, Kroft, Mahovlich, Setlakwe and Tkachuk (9).

In attendance: From the Parliamentary Research Branch, Library of Parliament, Economic Division: Mr. Alexandre Laurin, Research Officer and Mr. Marion Wrobel, Senior Analyst.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, March 20, 2001, the Committee resumed its examination into the present state of the domestic and international financial system and in particular its study of the guidelines on control of a large bank. (See Issue No. 6, March 28, 2001, for full text of the Order of Reference.)

The Standing Committee on Banking, Trade and commerce met at 3:35 p.m. this day, in room 505, Victoria Building, the Chair, the Honourable Senator Kolber, presiding.

Pursuant to the Order of Reference adopted by the Senate on Friday, December 14, 2001, the committee began its examination of Bill C-41, An Act to amend the Canadian Commercial Corporation Act.

Ms Marie-Lucie Morin, Director General, Development Policy and Planning;

Ms Georgina Wainwright-Kemdirim, Export Financing Division;

Mr. Wayne Robson, Deputy Director, Export Financing Division.

From the Canadian Commercial Corporation:

Mr. Douglas Patriquin, President;

Mr. Emechete Onuoha, Vice-President, Corporate Strategy;

Mr. Paul Thoppil, Vice-President, Risk & Financial Services;

Ms Tamara Parschin-Rybkin, Coordinator, Legal Services & Corporate Secretary.

Ms Morin and Mr. Patriquin made opening statements and with the other witnesses answered questions.

It was agreed, — That the committee proceed with clause-by-clause consideration of Bill C-41.

It was agreed, — That the title stand postponed.

It was agreed, — That clauses 1 to 6 carry.

It was agreed, — That the title carry.

It was agreed, — That the Bill carry.

It was agreed, — That Bill C-41 be reported to the Senate.

The committee considered its future business.

At 5:10 p.m., the committee adjourned to the call of the Chair.
