The Standing Committee on Banking, Trade and commerce met at 11:00 a.m. this day, in room 505, Victoria Building, the Chair, the Honourable Senator Kolber, presiding.

Members of the committee present: The Honourable Senators Angus (for S-40 only), Fitzpatrick, Furey, Jaffer, Kelleher, P.C., Kolber, Kroft, Mahovlich, Meighen, Poulin and Tkachuk (11).

In attendance: From the Parliamentary Research Branch, Library of Parliament, Economic Division: Ms June Dewetering, Acting Principal and Mr. Alexandre Laurin, Research Officer, and from the Law and Government Division: Mr. Geoff Kieley, Research Officer.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, February 5, 2002, the committee continued its examination of Bill C-23, An Act to amend the Competition Act and the Competition Tribunal Act.

WITNESSES:

From WestJet:

Mr. Clive Beddoe, Chief Executive Officer.

As an individual:

Mr. Robert S. Russell, Borden Ladner Gervais LLP.

Mr. Beddoe made a statement and answered questions.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, March 12, 2002, the committee began its examination of Bill S-40, An Act to amend the Payment Clearing and Settlement Act.

WITNESSES:

From the Department of Finance:

Mr. Denis Normand, Senior Chief, Payments Financial Sector Division, Financial Sector Policy;

Mr. Doug Wyatt, General Counsel, General Legal Services.

From the Bourse de Montréal:

Mr. Giovanni Giarrusso, Senior Executive Vice President, Corporate Affairs;

Mr. Michel Favreau, Senior Vice-President and Chief Clearing Officer.

Mr. Normand from the Department of Finance made a statement and with the other witnesses answered questions.

It was agreed, — That the committee proceed with clause-by-clause consideration of Bill S-40.

It was agreed, — That the title stand postponed.

It was agreed, — That clause 1 carry.

It was agreed, — That the title carry.

It was agreed, — That the Bill carry.

It was agreed, — That Bill S-40 be reported to the Senate.

The committee continued its consideration of Bill C-23.

Mr. Russell made a statement and answered questions.

At 1:00 p.m., the committee adjourned to the call of the Chair.
