The Standing Senate Committee on National Finance met in camera at 9:34 a.m., this day, in room 705, Victoria Building, the Chairman, the Honourable Senator Murray, P.C. presiding.

Members of the committee present: The Honourable Senators Banks, Bolduc, Cools, Doody, Ferretti Barth, Finnerty, Furey, Mahovlich, Murray, P.C., Tunney (10).

In attendance: Mr. Guy Beaumier, Research Officer, Library of Parliament.

Other senator present: The Honourable Senator Rompkey.

Pursuant to the Order of Reference adopted by the Senate on June 12, 2001, the committee continued its examination of the effectiveness of and possible improvements to the present equalization policy in ensuring that provincial governments have sufficient revenues to provide reasonably comparable levels of public service at reasonably comparable levels of taxation.

The committee undertook discussion of its draft report on equalization. It was agreed to allow Susan Peterson, Barbara Anderson, Sean Keenan, Pierre Doucet and François Delorme from the Department of Finance to attend in order to discuss certain aspects of the committee's draft report.

At 11:10 a.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on National Finance met in camera at 5:47 p.m., this day, in room 705, Victoria Building, the chair, the Honourable Senator Murray, P.C. presiding.

Members of the committee present: The Honourable Senators Banks, Bolduc, Cools, Ferretti Barth, Finnerty, Lynch-Staunton, Mahovlich, Murray, P.C., Stratton, Tunney (10).

In attendance: Mr. Guy Beaumier, Research Officer, Library of Parliament.

Pursuant to the Order of Reference adopted by the Senate on November 6, 2001, the committee undertook its examination of the Supplementary Estimates (A) for the fiscal year ending March 31, 2002.

The committee undertook discussion of its future business.

After discussion, it was agreed that the committee would meet on December 4 and 11 to discuss its draft report on equalization.

The committee undertook discussion of its draft report on Supplementary Estimates (A) 2001-2002.

After discussion, it was agreed to adopt the draft report as revised and have the Chair table the report of the committee in the Senate.

At 6:32 p.m., the committee adjourned to the call of the Chair.

Pursuant to the Order of Reference adopted by the Senate on June 12, 2001, the committee continued its examination of the effectiveness of and possible improvements to the present equalization policy in ensuring that provincial governments have sufficient revenues to provide reasonably comparable levels of public service at reasonably comparable levels of taxation.

It was agreed that the Chairman ask the Senate for an extension of the date to submit the final report on equalization to February 26, 2002.

The committee undertook discussion of its draft report on equalization.

It was agreed that the draft report be revised and submitted to members for further discussion.

Pursuant to the Order of Reference adopted by the Senate on June 12, 2001, the committee continued its examination of the effectiveness of and possible improvements to the present equalization policy in ensuring that provincial governments have sufficient revenues to provide reasonably comparable levels of public service at reasonably comparable levels of taxation.

The Chairman presided over the election of the Deputy Chairman.

It was moved by the Honourable Senator Banks, that the Honourable Senator Cools be Deputy Chair of the Committee.

The question being put on the motion, it was adopted.

At 9:33 a.m. the committee continued its sitting in camera to discuss its draft report on equalization.

At 11:20 a.m., the committee adjourned to the call of the Chair.
