The Standing Senate Committee on National Finance met in camera at 5:47 p.m., this day, in Room 705, Victoria Building, the Chair, the Honourable Senator Murray, P.C., presiding.

Members of the committee present: The Honourable Senators Bolduc, Cook, Cools, Ferretti Barth, Furey, Kroft, Mahovlich, Murray, P.C., Rompkey, P.C., and Stratton (10).

In attendance: Mr. Guy Beaumier, Research Officer, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on June 12, 2001, the committee continued its examination of the effectiveness of and possible improvements to the present equalization policy in ensuring that provincial governments have sufficient revenues to provide reasonably comparable levels of public service at reasonably comparable levels of taxation.

After discussion, it was agreed to adopt the draft report on equalization and allow the Chairman and Deputy Chair to make any clerical changes necessary before presentation to the Senate.

At 6:27 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on National Finance met in camera at 9:31 a.m., this day, in Room 705, Victoria Building, the Chair, the Honourable Senator Murray, P.C., presiding.

Members of the committee present: The Honourable Senators Banks, Bolduc, Cools, Doody, Murray, P.C., Rompkey, P.C., Tunney and Wiebe (8).

In attendance: Mr. Guy Beaumier, Research Officer, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on March 6, 2002, the committee continued its examination of the Main Estimates for the fiscal year ending March 31, 2003.

The committee undertook discussion of its draft interim report on the 2002-03 Main Estimates.

After discussion, it was agreed to adopt the report and present it to the Senate.

At 10:10 a.m., the committee adjourned to the call of the Chair.

Pursuant to the Order of Reference adopted by the Senate on March 20, 2002, the committee undertook its examination of Bill C-49, An Act to implement certain provisions of the budget tabled in Parliament on December 10, 2001.

The Honourable John McCallum, P.C., M.P., Secretary of State, International Financial Institutions.

WITNESSES:

From the Department of Finance:

Mr. Serge Dupont, General Director, Tax Policy Branch.

From the Department of Transport:

Mr. William Elliot, Assistant Deputy Minister, Safety and Security Group.

Mr. McCallum and Mr. Collenette made opening statements and with Mr. Dupont and Mr. Elliot answered questions from members of the committee.

It was moved by the Honourable Senator Cools that the committee also hear the Air Line Pilots Association International on Bill C-49.

The question being put on the motion, it was adopted.

At 7:37 p.m., committee adjourned to the call of the Chair.
