The Standing Senate Committee on National Finance met at 9:32 a.m. this day, in room 705, Victoria Building, the Chair, the Honourable Senator Murray, P.C., presiding.
Members of the committee present: The Honourable Senators Banks, Bolduc, Cook, Cools, Doody, Kinsella, Murray, P.C., Mahovlich, Rompkey, P.C., and Stratton (10).
Other senator present: The Honourable Senator Forrestall (1).
In attendance: Mr. Martin Ulrich, Researcher, Parliamentary Centre.
Also in attendance: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on June 6, 2002, the committee began its examination of the Administrative Contract at the Goose Bay, Labrador airfield.
WITNESSES:
From the Department of National Defence:
Mr. Jim Richardson, Director, Major Service Delivery Procurement;
Mr. Frank Young, General Manager, Goose Bay Office;
Colonel Alan D. Hunter, Director, Air Force Employment;
Colonel Robert Bertrand, Director, Air Comptrollership and Business Management.
From the Union of National Defence Employees:
Mr. John MacLennan, National President;
Mr. Randy Ford, Local President of Serco Employees.
From the Department of National Defence, Mr. Richardson and Mr. Young each made an opening statement and, with Colonel Hunter and Colonel Bertrand, answered questions from members of the committee.
From the Union of National Defence Employees, Mr. MacLennan and Mr. Ford made an opening statement and answered questions from members of the committee.
The witnesses from the Department of National Defence returned to the table to answer questions from members of the committee.
At 11:59 a.m., the committee adjourned to the call of the Chair.

At 1:00 p.m. the committee continued its examination of the Administrative Contract at the Goose Bay, Labrador airfield.
From the Government of Newfoundland and Labrador Mr. Smith made an opening statement and, with Mr. Woodward and Mr. Goodie, answered questions from members of the committee.
From the Town of Happy Valley — Goose Bay Mr. Peck made an opening statement.
From the Labrador North Chamber of Commerce Mr. Hunt made an opening statement.
Mr. Peck and Mr. Hunt, with Mr. McGrath, answered questions from members of the Committee.
Mr. O'Brien made an opening statement and answered questions from members of the committee.
At 3:58 p.m. continued its sitting in camera.
After discussion, it was agreed to circulate a draft report on the administrative contract at the Goose Bay, Labrador Airport to members of the committee for comment.
It was further agreed that the Chairman table the report with the Clerk of the Senate after approval of the report by members of the Steering Committee.
At 4:32 p.m., committee adjourned to the call of the Chair.
