The Standing Senate Committee on Human Rights met this day at 4:09 p. m., in Room 257, East Block, the Chair, the Honourable A. Raynell Andreychuk, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Beaudoin, Cochrane, Ferretti Barth, Finestone, P.C., Poy and Wilson (7).
Other senators present: The Honourable Senators Joyal, P.C. and Prud'homme, P.C. (2).
In attendance: David Goetz, Research Officer, Parliamentary Research Branch, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on Thursday, May 10, 2001, the committee continued its examination of issues relating to human rights, and, inter alia, the machinery of government dealing with Canada's international and national human rights obligations.

The Honourable Warren Allmand made a statement, answered questions, and tabled the following documents with the Clerk of the Committee:
(a) Exhibit No. 5900-1.37/H1-SS-1, 3 "3": A pamphlet entitled Is Free Trade a Fair Game - Stand Up for Human Rights published by the International Centre for Human Rights and Democratic Development (Rights & Democracy);
(b) Exhibit No. 5900-1.37/H1-SS-1, 3 "4": A pamphlet entitled Appeal to Governments published by Rights & Democracy;
(c) Exhibit No. 5900-1.37/H1-SS-1, 3 "5": A booklet entitled Protecting Human Rights in a Global Economy -Challenges for the World Trade Organization published by Rights & Democracy;
(d) Exhibit No. 5900-1.37/H1-SS-1, 3 "6": The Annual Report 1999-2000 of Rights & Democracy;
(e) Exhibit No. 5900-1.37/H1-SS-1, 3 "7": A statement of proposals by the Honourable Warren Allmand dated 19 May 2000 presented to the Rights & Democracy Board of Directors meeting of 10 June 2000; and
(f) Exhibit No. 5900-1.37/H1-SS-1, 3 "8": A letter dated September 20, 2001 by the Honourable Warren Allmand addressed to the Right Honourable Jean Chretien, P.C., M.P.
Professor Toope made a statement and answered questions.
It was agreed that, if necessary, the committee meet at approximately 1:00 p.m. on Monday, October 29, 2001.
At 7:08 p.m., it was agreed that the committee adjourn to the call of the Chair.

Dean Leuprecht made a presentation and answered questions.
