The Standing Senate Committee on Legal and Constitutional Affairs met at 4:40 p.m., this day, in Room 257, East Block, the Honourable Senator Milne, Chair, presiding.

Members of the committee present: The Honourable Senators Atkins, Bryden, Buchanan, P.C., Fraser, Joyal, P.C., Milne, Moore, Pearson and Stollery (9).

Other senator present: The Honourable SenatorPrud'homme, P.C. (1).

In attendance: From the Library of Parliament: Nancy Holmes.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, May 9, 2001, the committee proceeded to study Bill C-9, An Act to amend the Canada Elections Act and the Electoral Boundaries Readjustment.

APPEARING:

The Honourable Don Boudria, P.C., M.P., Minister of State and Leader of the Government in the House of Commons.

WITNESSES:

From the Privy Council Office:

Michael Peirce, Director of Legal Operations;

Roxanne Guérard, Counsel, Legislation and House Planning.

From Elections Canada:

Jean-Pierre Kingsley, Chief Electoral Officer;

Diane Davidson, Director, Legal Services and Registrar of Political Parties;

Janice Vézina, Director, Election Financing.

The Honourable Don Boudria made an opening statement and, together with Michael Peirce, answered questions.

The meeting was suspended at 5:55 p.m.

At 6:05 p.m., the meeting resumed.

Jean-Pierre Kingsley made an opening statement and answered questions.

At 6:45 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Legal and Constitutional Affairs met at 10:05 a.m., this day, in Room 256-S, Centre Block, the Honourable Senator Milne, Chair, presiding.

Members of the committee present: The Honourable Senators Atkins, Beaudoin, Cools, Fraser, Joyal, P.C., Mahovlich, Milne, Moore and Pearson (9).

Pursuant to the Order of Reference adopted by the Senate on Tuesday, April 29, 2001, the committee proceeded to study Bill S-27, An Act to authorize the Imperial Life Assurance Company of Canada to apply to be continued as a company under the laws of the Province of Quebec.

WITNESSES:

From Desjardins-Laurentienne Financial Corporate:

Pierre Rousseau, Consultant, former Senior Vice-President, Corporate Development;

Sylvie Dion, Vice-President, Corporate Development.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, April 29, 2001, the committee proceeded to study Bill S-28, An Act to authorize Certas Direct Insurance Company to apply to be continued as a company under the laws of the Province of Quebec.

WITNESSES:

From Desjardins-Laurentienne Financial Corporate:

Pierre Rousseau, Consultant, former Senior Vice-President, Corporate Development;

Sylvie Dion, Vice-President, Corporate Development.

Pierre Rousseau made an opening statement on Bill S-27, followed by an opening statement on Bill S-28. Mr. Rousseau answered questions.

It was agreed, - That the committee proceed to clause-by- clause consideration of Bill S-27.

It was agreed, - That the title stand postponed.

It was agreed, - That the preamble stand postponed.

It was agreed, - That clause 1 carry.

It was agreed, - That clause 2 carry.

It was agreed, - That clause 3 carry.

It was agreed, - That the preamble carry.

It was agreed, - That the title carry.

It was agreed, - That this Bill be adopted without amendment.

It was agreed, - That the Chair report this Bill at the next sitting of the Senate.
