The Standing Senate Committee on Legal and Constitutional Affairs met at 10:50 a.m., this day, in room 257, East Block, the Chair, the Honourable Senator Milne, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Beaudoin, Buchanan, P.C., Cools, Fraser, Joyal, P.C., Milne, Moore, Nolin and Pearson (10).

Other senators present: The Honourable Senators Prud'homme, P.C. and Gustafson (2).

In attendance: From the Library of Parliament: Nancy Holmes and David Goetz.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, September 25, 2001, the committee proceeded to study Bill C-7, An Act in respect of criminal justice for young persons and to amend and repeal other Acts.

APPEARING:

The Honourable Anne McLellan, P.C., M.P., Minister of Justice and Attorney General of Canada.

WITNESS:

From the Department of Justice:

Mr. Richard G. Mosley, Assistant Deputy Minister, Criminal Law Policy, and Community Justice.

Minister Anne McLellan made an opening statement and, together with Rick Mosley, answered questions.

At 12:52 p.m., the committee adjourned to the call of the Chair.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, September 25, 2001, the committee continued its study of Bill C-7, An Act in respect of criminal justice for young persons and to amend and repeal other Acts. Gary Rosenfeldt, Executive Director.

From the Canadian Resource Centre for Victims of Crime:

Steve Sullivan, President and Executive Director.

From Statistics Canada:

Roy Jones, Director, Canadian Centre for Justice Statistics.

Gary Rosenfeldt and Steve Sullivan made opening statements and answered questions.

The committee recessed at 5:32 p.m.

The committee resumed at 5:52 p.m.

Roy Jones made an opening statement and answered some questions.

At 6:06 p.m., the committee adjourned to the call of the Chair.

Francis Gervais and Carole Brosseau made an opening statement. Tamra Thomson and Isabel Schurman then made an opening statement. Together, the witnesses answered questions.
