The Standing Senate Committee on Legal and Constitutional Affairs met at 5:02 p.m. this day, in room 505, Victoria Building, the Honourable Senator Milne, Chair, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Beaudoin, Bryden, Buchanan, P.C., Day, Fraser, Joyal, P.C., Milne, Pearson, and Rivest (10).

In attendance: From the Library of Parliament: Nancy Holmes and Mollie Dunsmuir, Researchers, Law and Government Division.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, April 25, 2002, the committee proceeded to study Bill C-43, An Act to amend certain acts and instruments and to repeal the Fisheries Prices Support Act.

APPEARING:

The Honourable Don Boudria, P.C., M.P., Minister of State and Leader of the Government in the House of Commons.

The Honourable Don Boudria made an opening statement. Together with the witnesses, the minister answered questions.

The Honourable Senator Milne read into the record a letter received by the Department of Justice on October 24, 2001, regarding the proposed amendment to subsection 73(4) of the Telecommunications Act.

At 6:11 p.m., the committee adjourned to the call of the Chair.

Pursuant to the Order of Reference adopted by the Senate on Thursday, April 25, 2002, the committee proceeded to study Bill C-43, An Act to amend certain acts and instruments and to repeal the Fisheries Prices Support Act.

It was agreed, — That the committee proceed to clause-by-clause consideration of Bill C-43.

It was agreed, — That the title stand postponed.

It was agreed, — That clauses 1 to 37 carry.

It was agreed, — That the schedule carry.

It was agreed, — That the title carry.

It was agreed, — That the bill be adopted without amendment.

It was agreed, — That the Chair report this Bill at the next sitting of the Senate.

It was agreed, — That when Bill C-15B is referred to the Committee, the hearings be televised by CPAC.

The committee received a brief from the Honourable Don Boudria, Minister of State and Leader of the Government in the House of Commons, during the consideration of Bill C-43.

At 10:52 a.m., the committee adjourned to the call of the Chair.
