Extract from the Rules of the Senate of Canada: Rule 86(1)(f): The Committee on Rules, Procedures and the Rights of Parliament, composed of fifteen members, four of whom shall constitute a quorum, which is empowered i) on its own initiative to propose, from time to time, amendments to the rules for consideration by the Senate; ii) upon a reference from the Senate, to examine and, if required, report on any question of privilege; and iii) to consider the orders and customs of the Senate and privileges of Parliament.
Extract from the Journals of the Senate of May 2, 2001: The Senate resumed debate on the motion of the Honourable Senator Lynch-Staunton, seconded by the Honourable Senator Kinsella, for the second reading of Bill S-13. After debate, The question being put on the motion, it was adopted, on division. The Bill was then read the second time, on division. The Honourable Senator Lynch-Staunton moved, seconded by the Honourable Senator Kinsella, that the Bill be referred to the Standing Committee on Privileges, Standing Rules and Orders. The question being put on the motion, it was adopted, on division.
Extract from the Journals of the Senate of May 9, 2001: Resuming debate on the motion of the Honourable Senator Joyal, P.C., seconded by the Honourable Senator Corbin, for the second reading of Bill S-8, An Act to maintain the principles relating to the role of the Senate as established by the Constitution of Canada. After debate, The question being put on the motion, it was adopted. The Bill was then read the second time. The Honourable Senator Joyal, P.C., moved, seconded by the Honourable Senator Grafstein, that the Bill be referred to the Standing Committee on Privileges, Standing Rules and Orders. Extract from the Journals of the Senate of May 9, 2001: The Honourable Senator Kenny moved, seconded by the Honourable Senator Wiebe: That 86(1)(r) of the Rules of the Senate be amended by replacing the words "Senate Committee on Defence and Security" with the words "Senate Committee on National Security and Defence". After debate, In amendment, the Honourable Senator Kinsella moved, seconded by the Honourable Senator DeWare, that the motion be referred to the Standing Committee on Rules, Procedures and the Rights of Parliament. The question being put on the motion in amendment, it was adopted.
