The Standing Senate Committee on Social Affairs, Science and Technology met this day at 2:00 p.m., in Room 505 of the Victoria Building, the Chair, the Honourable Michael Kirby presiding.

Members of the committee present: The Honourable Senators Cook, Christensen, Di Nino, Fairbairn, (5:15 p.m.), Finnerty, Kirby, LeBreton, Morin, Pearson, Poulin and Robichaud (11).

Other senators present: The Honourable Senators Andreychuk, Beaudoin, Rompkey and Stollery (4).

In attendance: Jay Sinha and Benjamin Dolin, Research Officers, Parliamentary Research Branch, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senateon Thursday, September 27, 2001 the Committee began its consideration of Bill C-11, An Act respecting immigration to Canada and the granting of refugee protection to persons who are displaced, persecuted or in danger.

The Chairman made a statement.
