The Standing Senate Committee on Social Affairs, Science and Technology met this day at 9:00 a.m., in Room 505 of the Victoria Building, the Chair, the Honourable Michael Kirby presiding.
Members of the committee present: The Honourable Senators Cordy, Di Nino, Fairbairn, P.C., Keon, Kirby, LeBreton, Morin, Pépin, Robertson, Robichaud, P.C, Roche, and Rompkey, P.C., (12).
Other senators present: The Honourable Senators Andreychuk, Beaudoin, Grafstein, Prud'homme, P.C, Stollery, Stratton, and Wilson (7).
In attendance: Jay Sinha, Research Officer, Parliamentary Research Branch, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on Thursday, September 27, 2001, the committee resumed its consideration of Bill C-11, An Act respecting immigration to Canada and the granting of refugee protection to persons who are displaced, persecuted or in danger. (See Proceedings of the Committee, Issue No. 26 dated October 1, 2001, for full text of Order of Reference).

At 10:51 a.m., the committee resumed.
The Honourable Elinor Caplan, P.C., M.P., and departmental officials continued to answer questions.
The Chair made a statement.
At 11:27 a.m., the committee suspended.
At 11:32 a.m., the committee resumed in camera.
At 11:40 a.m., the Honourable Senator LeBreton took the Chair.
At 11:42 a.m., the Honourable Senator Kirby took the Chair.
At 11:44 a.m., the committee proceeded to consider its Order of Reference adopted by the Senate on Thursday, March 1, 2001, with respect to its special study on the state of the health care system in Canada. (For complete text of Order of Reference see Proceedings of the Committee, Issue No. 2).
The committee proceeded to consideration of draft reports Volume Two and Volume Three of its health care study.
It was agreed that, subject to minor typographical corrections and editing, the reports be adopted.
At 12:02 p.m., it was agreed that the committee adjourn to the call of the Chair.
