The Standing Senate Committee on Social Affairs, Science and Technology met this day, in room 257, East Block, at 9:00 a.m., the Chair, the Honourable Michael Kirby, presiding.

Members of the committee present: The Honourable Senators Cook, Cordy, Fairbairn, P.C., Keon, Kirby, Morin and Robertson (7).

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Odette Madore and Howard Chodos.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 1, 2001, the Committee continued its consideration of the special study on the state of the health care system in Canada. (For complete text of Order of Reference see proceedings of the committee, Issue No. 2.)

From the University of Toronto, Department of Health Policy, Management and Evaluation:

Professor Raisa Deber.

From the University of British Columbia:

Professor Robert G. Evans, Department of Economics and Centre for Health Services and Policy Research.

From the Canadian Taxpayers Federation:

Mr. Walter Robinson, Federal Director.

From the Conference Board of Canada:

Mr. Paul Darby, Director, Economic Forecasting.

As an individual:

Mr. David Kelly.

The Chair made a statement.

Mr. Darby made a statement. Professor Evans made a statement. Mr. Kelly made a statement. Professor Deber made a statement. Mr. Robinson made a statement. The witnesses answered questions.

At 10:58 a.m., the sitting was suspended.

At 11:07 a.m., the sitting was resumed.

The witnesses continued to answer questions.

At 1:00 p.m., the committee adjourned to the call of the Chair.
