The Standing Senate Committee on Transport and Communications met this day at 5:32 p.m., in Room 256-S, Centre Block, the Chair, the Honourable Lise Bacon, presiding.

Members of the committee present: The Honourable Senators Bacon, Callbeck, Christensen, Forrestall, Hervieux-Payette, P.C., Rompkey, P.C. and Spivak (7).

In attendance: June Dewethering, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on February 7, 2001, the Committee proceeded to study Bill S-3. (See Issue No. 2, Tuesday, March 13, 2001 and Wednesday, March 14, 2001, for full text of the Order of Reference.)

WITNESSES:

Officials from Transport Canada:

Derek Sweet, Acting Director General, Road Safety and Motor Vehicle Regulation;

Malcolm McHattie, Acting Director, Road Safety Programs;

Elizabeth MacNab, Counsel, Legal Services;

Gary Tulipan, Acting Director of Motor Carrier Policy.

The witnesses made a presentation and answered questions.

It was agreed - That the document entitled: "Remarks by David Bradley, Chief Executive Officer, from the Canadian Trucking Alliance to the Council of Ministers Responsible for Transportation and Highway Safety", provided by Senator Spivak, be tabled and filed as an exhibit "5900-1.37/T1/S-3, 5`1'."

It was agreed - That clause-by-clause consideration of Bill S-3 would be done on the first week of May, 2001.

It was agreed - That Debra Ward would be one of some witnesses to appear before the committee, regarding Bill S-19, to amend the Canada Transportation Act, should the Bill be referred to this committee.

At 6:50 p.m., it was agreed - That the committee adjourned to the call of the Chair.
