The Standing Senate Committee on Aboriginal Peoples met this day, at 9:05 a.m. in room 257, East Block.

Members of the committee present: The Honourable Senators Carney, P.C., Chaput, Christensen, Comeau, Léger, Pearson and Sibbeston (7).

Other senator present: The Honourable Senator St. Germain, P.C. (1).

In attendance: Tonina Simeone, Parliamentary Research Branch, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, October 29, 2002, the committee continued its examination of issues affecting urban aboriginal youth in Canada, in particular, access, provision and delivery of services, policy and jurisdictional issues, employment and education, access to economic opportunities, youth participation and empowerment, and other related matters.

WITNESSES:

From the Thunder Bay Indian Friendship Centre:

Ms. Anne Lesage, Executive Director (by videoconference).

From the Oshki-Pimache-O-Win Education and Training Institute:

Ms. Ruth Baxter, Executive Director (by videoconference).

The Clerk informed the committee of the unavoidable absence of the Chair and presided over the election of an Acting Chair.

It was moved by the Honourable Senator Chaput — That the Honourable Senator Christensen serve as Acting Chair.

The question being put on the motion, it was adopted.

Accordingly, at 9:06 a.m., the Honourable Senator Christensen took the Chair.

Ms. Lesage and Ms. Baxter made introductory remarks and answered questions.

It was agreed — That the Honourable Senator Christensen continue to serve as Acting Chair for the committee's meeting of April 2, 2003.

At 10:30 a.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Aboriginal Peoples met this day, at 6:20 p.m. in room 160-S, Centre Block, the Acting Chair, the Honourable Senator Christensen, presiding.

Members of the committee present: The Honourable Senators Carney, P.C., Chaput, Christensen, Léger, Pearson, Sibbeston and Stratton (7).

In attendance: Tonina Simeone, Parliamentary Research Branch, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, October 29, 2002, the committee continued its examination of issues affecting urban aboriginal youth in Canada, in particular, access, provision and delivery of services, policy and jurisdictional issues, employment and education, access to economic opportunities, youth participation and empowerment, and other related matters.

WITNESSES:

From the New Brunswick Aboriginal People's Council:

Chief Betty Ann Lavallée, C.D.;

Ms. Stephanie Bolger, Youth Representative.

Chief Lavallée and Ms. Bolger made an introductory statement, presented a brief, and answered questions.

At 7:35 p.m., it was agreed, in accordance with rule 92(2)(e) of the Senate, that the committee proceed in camera to consider a draft agenda.

At 7:45 p.m., the committee adjourned to the call of the Chair.
