The Standing Senate Committee on Aboriginal Peoples met this day, at 9:05 a.m. in room 160-S, Centre Block, the Chair, the Honourable Thelma J. Chalifoux, presiding.

Members of the committee present: The Honourable Senators Austin, Chalifoux, Chaput, Gill, Léger, Pearson, Stratton and Tkachuk (8).

Other senator present: The Honourable Senator Watt (1).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Mary Hurley, Research Officers

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, April 2, 2003, the committee proceeded to examine Bill C-6, An Act to establish the Canadian Centre for the Independent Resolution of First Nations Specific Claims to provide for the filing, negotiation and resolution of specific claims and to make related amendments to other Acts.

WITNESSES:

From the Treaty and Aboriginal Rights Research Centre of Manitoba Inc.:

Chief Morris Shannacappo;

Mr. Ralph Abramson.

From Manitoba Keewatinowi Okimakanak:

Chief Joe Hyslop, Executive Council Member;

Mr. Michael Anderson, Research Director.

From the Federation of Saskatchewan Indian Nations:

Mr. Greg Ahenakew, First Viceo-Chief;

Mr. Jayme Benson.

From the Association of Iroquois and Allied Indians:

Grand Chief Chris McCormick;

Ms. Carol Nadjiwon, Researcher.

Chief Shannacappo and Mr. Abramson submitted a brief and made a presentation.

Mr. Ahenakew submitted a brief and made a presentation.

Grand Chief McCormick submitted a brief and made a presentation.

Chief Hyslop submitted a brief and made a presentation.

All witnesses, together, answered questions.

At 11:08 a.m., pursuant to rule 92(2) the committee proceeded in camera to consider a draft agenda.

It was agreed — That in the absence of the Honourable Senator Johnson, the Honourable Senator Stratton be empowered to act on her behalf as Deputy Chair of the committee.

At 11:17 a.m., the committee adjourned to the call of the Chair.

Chief Cimon made a presentation and then, with Mr. Paul, answered questions.

Chief Jamieson submitted a brief, made a presentation and then, answered questions.

Grand Chief McBride and Mr. Di Gangi made a presentation and answered questions.

At 8:52 p.m., the committee adjourned to the call of the Chair.
