The Standing Senate Committee on Agriculture and Forestry met this day in room 705, Victoria Building, at 6:32 p.m., the Chair, the Honourable Senator Donald H. Oliver, presiding.

Members of the committee present: The Honourable Senators Day, Fairbairn, Gustafson, Hubley, LeBreton, Oliver, Tkachuk and Wiebe (8).

In attendance: From the Research Branch of the Library of Parliament: Frédéric Forge; Keli Hogan from the Senate Committees and Private Legislation Directorate.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, October 31, 2002, the committee began to consider the impact of climate change on Canada's agriculture, forests and rural communities and the potential adaptation options focusing on primary production, practices, technologies, ecosystems and other related areas. (For the complete text of Order of Reference, see proceedings of the committee, Issue No. 1)

WITNESSES:

Avrim Lazar, President;

Jean-Pierre Martel, Vice-President, Sustainability.

From the Canadian Federation of Woodlot Owners:

Peter deMarsh, President.

The Chair made an opening statement.

Avrim Lazar made a presentation and answered questions with Jean Pierre Martel.

The committee recessed at 7:35 p.m.

The committee resumed at 7:37 p.m.

Peter deMarsh made a presentation and answered questions.

At 8:48 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Agriculture and Forestry met this day in room 705, Victoria Building, at 8:38 a.m., the Deputy Chair, the Honourable Senator Jack Wiebe, presiding.

Members of the committee present: The Honourable Senators Chalifoux, Day, Fairbairn, Gustafson, Hubley, Ringuette-Maltais and Wiebe (7).

In attendance: From the Research Branch of the Library of Parliament: Lori Srivastava and Keli Hogan from the Senate Committees and Private Legislation Directorate.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, October 31, 2002, the committee began to consider the impact of climate change on Canada's agriculture, forests and rural communities and the potential adaptation options focusing on primary production, practices, technologies, ecosystems and other related areas. Cory Ollikka, Past President;

Janet Duncan.

From the Canadian Federation of Agriculture:

Geri Kamenz, Chair, Environment and Science Committee and Vice-President of the Ontario Federation of Agriculture;

Nicole Howe, Policy Analyst.

Cory Ollikka and Janet Duncan made a presentation and answered questions.

The committee recessed at 10:34 a.m.

The committee resumed at 10:38 a.m.

Geri Kamenz made a presentation and answered questions with Nicole Howe.

Consideration of a draft budget

The Honourable Senator Hubley moved — That the Senate Committee on Agriculture and Forestry approve the transfer of $3,000 from the heading of Transport and Communications to the heading of Professional and Other Services.

The question being put on the motion, it was agreed.

The Honourable Senator Chalifoux moved — That the Standing Senate Committee on Agriculture and Forestry approve the transfer of $1,000 from the heading of Transport and Communications to the heading of Other Expenditures.

The question being put on the motion, it was agreed.

The Honourable Senator Day moved — That the committee approve the budget in the following amounts to examine the impact of climate change on Canada's Agriculture, Forests and rural communities and the potential adaptation options focusing on primary production, practices, technologies, ecosystems and other related areas:

Professional and Other Services $10,800.00
Transport and Communications  $ 1,000.00
Other Expenditures  $ 7,900.00
Total  $19,700.00

The question being put on the motion — it was agreed.

The Honourable Senator Hubley moved, — That the committee approve the budget in the following amount to examine the development and domestic and international marketing of value-added agricultural, agri-food and forest products:

Professional and Other Services  $119,200.00
Transportation and Communications  $374,360.00
Other Expenditures  $ 21,300.00
TOTAL  $514,860.00

The question being put on the motion — it was agreed.

The Honourable Senator Fairbairn moved, — That the Chair send a letter to the Minister of Agriculture to express the committee's disappointment for not being consulted or invited to participate at the World Trade Organization meeting in Tokyo.

At 10:43 a.m., the committee adjourned to the call of the Chair.
