The Standing Senate Committee on Banking, Trade and Commerce met at 4:10 p.m., this day, in room 505, Victoria Building, the Chair, the Honourable Richard H. Kroft, presiding.
Members of the committee present: The Honourable Senators Angus, Biron, Hervieux-Payette, P.C., Kelleher, P.C., Kroft, Massicotte, Moore, Prud'homme, P.C., and Tkachuk (9).
In attendance: From the Parliamentary Research Branch, Library of Parliament: Mr. Alexandre Laurin, Analyst and Mr. Blayne Haggart, Research Officer
Also in attendance: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on Monday, October 27, 2003, the committee continued its examination of Bill C-48, An Act to amend the Income Tax Act (natural resources)
WITNESSES:
From the Green Budget Coalition:
Mrs. Joan Kuyek, National Coordinator, MiningWatch Canada/Mines Alerte.
From the Department of Finance:
Louise Levonian, Director, Business Income Tax Division;
Anne-Marie Lévesque, Legal Counsel.
Mrs. Kuyek made a statement and answered questions.
The officials from the Department of Finance answered questions.
Questions were raised with regards to the obligations to consult with aboriginal groups.
It was agreed, —That the committee proceed with the clause-by-clause consideration of Bill C-48, An Act to amend the Income Tax Act (natural resources).
It was agreed, — That the title stand postponed.
It was agreed, — That clauses 1 to 18 carry.
It was agreed, — That the title carry.
It was agreed, — That the bill carry on division.
It was agreed that the Chair report the bill.
At 5:00 p.m. and pursuant to the Order of Reference adopted by the Senate on Wednesday, September 17, 2003, the committee undertook its examination of Bill C-249, An Act to amend the Competition Act.

Gaston Jorré, Acting Commissioner of Competition;
Peter Sagar, Deputy Commissioner of Competition;
Robert Lancop, Acting Senior Deputy Commissioner of Competition.
Mr. Jorré made a statement and with Mr. Sagar and Mr. Lancop answered questions
At 6:05 p.m., the committee adjourned to the call of the Chair.
