The Standing Senate Committee on Energy, the Environment and Natural Resources met at 5:11 p.m. this day, in room 257 East Block, the Honourable Tommy Banks, Chair, presiding.

Members of the committee present: The Honourable Senators Banks, Christensen, Eyton, Finnerty, Kenny, Milne and Spivak (7).

In attendance: From the Library of Parliament: Lynne Myers, Researcher, Science and Technology Division.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, November 7, 2002, the committee continued its examination of emerging issues related to its mandate (implementation of the Kyoto Protocol). (For complete text of Order of Reference, see proceedings of the committee, Issue No. 8, February 18, 2003.)

APPEARING:

The Honourable Herb Dhaliwal, P.C., M.P., Minister of Natural Resources.

WITNESSES:

From Natural Resources Canada:

Mr. Howard Brown, Assistant Deputy Minister, Large Industrial Emitters Group;

Mr. Bryan Cook, Director General, CANMET Energy Technology Centre;

Mr. Neil MacLeod, Director General, Office of Energy Efficiency.

From the Climate Change Secretariat:

Mr. David Oulton, Head.

The Honourable Herb Dhaliwal made a statement and together with Mr. Brown, Mr. Cook, Mr. MacLeod and Mr. Oulton, the minister answered questions.

At 6:52 p.m., it was agreed that the committee adjourn to the call of the Chair.

The Standing Senate Committee on Energy, the Environment and Natural Resources met at 8:00 a.m. this day, in room 257 East Block, the Honourable Tommy Banks, Chair, presiding.

Members of the committee present: The Honourable Senators Banks, Buchanan, Christensen, Finnerty, Milne, and Spivak (6).

In attendance: From the Library of Parliament: Lynne Myers, Researcher, Science and Technology Division and Monique Hébert, Researcher, Law and Government Division.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, November 7, 2002, the committee continued its examination of emerging issues related to its mandate (implementation of the Kyoto Protocol). The Honourable David Anderson made a statement and, together with Mr. Nymark and Ms. Smith, the minister answered questions.

At 9:47 a.m., the committee suspended its sitting

At 10:12 a.m., the committee resumed in camera, pursuant to rule 92(2)(e) for the purpose of discussing a draft agenda.

At 10:26 a.m., the committee suspended its sitting.

At 10:31 a.m., the committee resumed its sitting and, pursuant to the Order of Reference adopted by the Senate on Thursday, April 3, 2003, proceeded to study Bill C-2, An Act to establish a process for assessing the environmental and socio-economic effects of certain activities in Yukon.

The Honourable Robert D. Nault, P.C., M.P., Minister of Indian Affairs and Northern Development.

WITNESSES:

From the Department of Indian Affairs and Northern Development:
