The Standing Senate Committee on Fisheries and Oceans met this day at 6:18 p.m., in room 256-S, Centre Block, the Chair, the Honourable Gerald Comeau, presiding.

Members of the committee present: The Honourable Senators Adams, Comeau, Cook, Hubley, Johnson, Mahovlich, Phalen and Watt (8).

In attendance: Claude Emery, Research Analyst, Library of Parliament.

Also in attendance: The official reporters of the Senate.

WITNESS:

From the Northwest Atlantic Fisheries Organisation:

Mr. David Bevan, Chair, Standing Committee on International Control

The committee resumed consideration of its Order of Reference pertaining to its study on matters relating to straddling stocks and to fish habitat (See Committee proceedings of November 5, 2002, Issue No. 1).

Mr. Bevan made a presentation and answered questions.

At 7:25 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Fisheries and Oceans met this day at 7:04 p.m., in room 505, Victoria Building, the Chair, the Honourable Gerald Comeau, presiding.

Members of the committee present: The Honourable Senators Adams, Cochrane, Comeau, Cook and Johnson (5).

Other senators present: The Honourable Senators Rompkey and Spivak (2).

In attendance: Claude Emery, Research Analyst, Library of Parliament.

Also in attendance: The official reporters of the Senate.

WITNESSES:

From the Newfoundland Provincial Advisory Council on Overfishing:

Dr. Art May, Member;

Mr. Alistair O'Rielly, Member.

The committee resumed consideration of its Order of Reference pertaining to its study on matters relating to straddling stocks and to fish habitat (See Committee proceedings of November 5, 2002, Issue No. 1).

It was moved by the Honourable Senator Comeau — That the March 18, 2003, meeting of the committee be televised. The question being put on the motion, it was adopted.

Mr. O'Rielly made a presentation.

Dr. May made a presentation.

Together, the witnesses answered questions.

At 8:41 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Fisheries and Oceans met this day at 6:23 p.m., in room 505, Victoria Building, the Chair, the Honourable Gerald Comeau, presiding.

Members of the committee present: The Honourable Senators Cochrane, Comeau, Cook, Johnson and Mahovlich (5).

In attendance: Claude Emery, Research Analyst, Library of Parliament.

Also in attendance: The official reporters of the Senate.

At 6:25 p.m., the committee went in camera to discuss its future business. Committee members agreed that Don Jackson (Research Assistant to the Honourable Senator Mahovlich), Nicole Power (Research Assistant to the Honourable Senator Cochrane) and Suzanne Gallant (page of the Senate) could remain in the room during the in camera discussion, in addition to the Committee Attendant and the two interpreters.

At 7:12 p.m., the committee opened its meeting to the public and proceeded to consider a draft budget.

It was moved by the Honourable Senator Johnson — That the following budget application for the fiscal year extending from April 1, 2003 to March 31, 2004, be concurred in and that the Chair submit the application to the Standing Senate Committee on Internal Economy, Budgets and Administration.

The question being put on the motion, it was adopted.
