The Standing Senate Committee on Fisheries and Oceans met this day in camera at 7 p.m., in room 505, Victoria Building, the Chair, the Honourable Gerald Comeau, presiding.

Members of the committee present: The Honourable Senators Adams, Baker, Cochrane, Comeau, Cook, Hubley and Watt (7).

In attendance: Claude Emery, Research Analyst, Library of Parliament.

The committee resumed consideration of its Order of Reference pertaining to its study on matters relating to straddling stocks and to fish habitat. (See Committee Proceedings of November 5, 2002, Issue No. 1.)

It was agreed — That the staff present could remain in the room during the in camera discussions.

It was agreed — That the following new rules be enforced for future meetings of the committee involving witnesses:

  • 20 minutes maximum for a presentation by a witness or group of witnesses;
  • 10 minutes maximum per Senator per round of questions for both the Senator's question(s) and the answer(s) provided by the witness(es);
  • no supplementary questions.

It was also agreed — That the committee extend its meetings by a maximum of 30 minutes when required, therefore meeting every Tuesday from 7 p.m. to 9 p.m. at the latest.

It was also agreed — That future witnesses be encouraged to submit written briefs to the committee prior to their appearance whenever the schedule so allows.

Then, pursuant to rule 92(2)(f), the committee began its study of a draft report on straddling stocks.

At 9:00 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Fisheries and Oceans met this day in camera at 7:01 p.m., in room 505, Victoria Building, the Chair, the Honourable Gerald Comeau, presiding.

Members of the committee present: The Honourable Senators Adams, Comeau, Cook, Hubley and Watt (5).

In attendance: Claude Emery, Research Analyst, Library of Parliament.

The committee resumed consideration of its Order of Reference pertaining to its study on matters relating to straddling stocks and to fish habitat. (See Committee Proceedings of November 5, 2002, Issue No. 1.)

Pursuant to rule 92(2)(f), the committee completed its study of a draft report on straddling stocks.

After debate, it was moved by the Honourable Senator Cook — That the committee adopt the draft report subject to:

1. the report being amended as agreed during the debate; and

2. the Steering Committee agreeing on a new title and on a more forceful wording in the first sentence of Recommendation 1.

The question being put on the motion, it was adopted.

At 8:20 p.m., the committee adjourned to the call of the Chair.

Members of the committee present: The Honourable Senators Cochrane, Comeau, Mahovlich and Phalen (4).

In attendance: Claude Emery, Research Analyst, Library of Parliament.

The committee resumed consideration of its Order of Reference pertaining to its study on matters relating to straddling stocks and to fish habitat. (See Committee Proceedings of November 5, 2002, Issue No. 1.)

WITNESSES:

From the Taku River Tlingit First Nation:

Mr. John Ward, Spokesperson;

Mr. Richard Erhardt, Biologist;

Mr. Peter Kirby, Chief Executive Officer of Taku Wild Products, TRTFN Capital Projects Manager and Economic Development Officer.

Messrs. Ward, Erhardt and Kirby made a joint presentation and, together, answered questions.

At 8:28 p.m., the committee adjourned to the call of the Chair.
