The Standing Senate Committee on Human Rights met this day in camera at 5:30 p.m., in room 257, East Block, the Chair, the Honourable Senator Maheu, presiding.

Members of the committee present: The Honourable Senators Beaudoin, Ferretti Barth, Fraser, LaPierre, Maheu, and Rossiter (6).

Other senator present: The Honourable Senator Joyal, P.C. (1).

Also present: Carol Hilling, from the Library of Parliament.

The committee commenced consideration of its Order of Reference pertaining to its examination of Canada's possible adherence to the American Convention on Human Rights.

The committee proceeded to consider a draft report.

Mrs. Hilling proceeded to brief the members of the committee on the work done on the study during the previous session.

It was — agreed That the LaViolette report remain confidential until the committee has a chance to study it.

At 7:05 p.m., the committee adjourned to the call of the Chair.

Members of the committee present: The Honourable Senators Beaudoin, Ferretti Barth, Fraser, Jaffer, LaPierre, Maheu, and Poy (7).

Also present: Carol Hilling, from the Library of Parliament.

The committee resumed consideration of its Order of Reference pertaining to its examination of Canada's possible adherence to the American Convention on Human Rights.

The committee proceeded to consider a draft budget.

It was moved by the Honourable Senator LaPierre — That the draft budget application in the amount of $17,500 be approved and that the Chair present the same to the Committee on Internal Economy, Budgets and Administration.

Transportation and communications   

  $ 0

All other expenditures   

  $ 800

Total   

  $ 17,500

The question being put on the motion, it was adopted.

At 5:50 p.m., the committee adjourned to the call of the Chair.

Members of the committee present: The Honourable Senators Beaudoin, Ferretti Barth, LaPierre, and Rossiter (4).

Also present: Carol Hilling, from the Library of Parliament.

The committee resumed consideration of its Order of Reference pertaining to its examination of Canada's possible adherence to the American Convention on Human Rights.

The Honourable Senator LaPierre moved — That the Honourable Senator Rossiter be chair for today's meeting.

Ms. Hilling proceeded to brief the members of the committee on the work done on the study during the previous session.

At 7:00 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Human Rights met this day at 3:30 p.m., in room 257, East Block, the Chair, the Honourable Senator Maheu, presiding.

Members of the committee present: The Honourable Senators Beaudoin, Chaput, Ferretti Barth, Maheu, and Rossiter (5).

The committee proceeded to study a draft budget regarding its Order of Reference pertaining to its examination of Canada's possible adherence to the American Convention on Human Rights.

The Honourable Senator Beaudoin — moved That the Budget in the amount of $52,605 be adopted and that the Chair or its representative present it to the Committee on Internal Economy, Budgets and Administration.

 $ 34,305

All other expenditures   

  $ 800

Total   

 $ 52,605

The question being put on the motion, it was adopted.

It was agreed — That the Clerk contact Mr. Allan Gotlieb and Professors John McEvoy and Don Fleming for the meeting of March 31, 2003.
