The Standing Senate Committee on Human Rights met this day in camera at 5:30 p.m., in room 257, East Block, the Chair, the Honourable Shirley Maheu presiding.
Members of the committee present: The Honourable Senators Beaudoin, Chaput, Ferretti Barth, Jaffer, Maheu and Rossiter (6).
In attendance: Carol Hilling, Research Analyst, Library of Parliament.
Pursuant to rule 92(2)(e), the committee proceeded to study its draft agenda and future business.
It was moved by the Honourable Senator Jaffer — That the Chair be empowered to hire a consultant for the purpose of communication of the report on the American Convention on Human Rights.
After debate, it was resolved in the affirmative.
It was moved by the Honourable Senator Beaudoin — That the committee invite the Minister of Foreign Affairs and International Trade to respond to the report on the American Convention on Human Rights once it has been tabled.
After debate, it was resolved in the affirmative.
It was moved by the Honourable Senator Ferretti Barth — That the Chair present to the Senate the following notice of motion:
That the Standing Senate Committee on Human Rights be authorized to hear from time to time witnesses, including both individuals and representatives from organizations, with specific human rights concerns and,
That the committee report to the Senate from time to time and table its final report no later that March 31, 2004.
After debate, it was resolved in the affirmative.
At 6:25 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Human Rights met this day in camera at 5:35 p.m., in room 257, East Block, the Chair, the Honourable Senator Maheu, presiding.
Members of the committee present: The Honourable Senators Beaudoin, Chaput, Ferretti Barth, Jaffer and Maheu (5).
In attendance: Carol Hilling and David Goetz, Research Analysts, Library of Parliament.
The committee commenced its study to hear from time to time witnesses, including both individuals and representatives from organizations, with specific human rights concerns.
Pursuant to rule 92(2)(e), the committee proceeded to study its draft agenda and future business.
It was agreed — That the first short study of the committee under its mandate should be a study on Racial Profiling.
It was further agreed —That the staff produce a work plan and list of possible witnesses for the fall.
It was moved by the Honourable Senator Ferretti Barth — That the draft budget in the amount of $85,030 be adopted and that the Chair present the same to the Committee on Internal Economy, Budgets and Administration.
After debate, it was resolved in the affirmative.
It was also agreed — That, in the event that the Committee on Internal Economy, Budgets and Administration confirm the committee's budget, That the visit to Geneva and Strasbourg take place in October 2003.
At 6:00 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Human Rights met this day in camera at 8:20 p.m., in room 256-S, Centre Block, the Chair, the Honourable Shirley Maheu presiding.
Members of the committee present: The Honourable Senators Beaudoin, Chalifoux, Chaput, Jaffer, Joyal, Maheu, Poy and Rossiter (8).
In attendance: Carol Hilling, Research Analyst, Library of Parliament.
The committee commenced its study upon key legal issues affecting the subject of on-reserve matrimonial real property on the breakdown of a marriage or common law relationship and the policy context in which they are situated.
Pursuant to rule 92(2)(e), the committee proceeded to study its draft agenda and future business.
It was moved by the Honourable Senator Jaffer — That the witnesses (or groups of witnesses) listed on the work plan be contacted for possible hearings in the fall and that individual Senators add names to the list through the Chair's office.
After debate, it was resolved in the affirmative.
It was moved by the Honourable Senator Jaffer — That the committee possibly hold hearings outside of Ottawa after further consideration.
After debate, it was resolved in the affirmative.
It was moved by the Honourable Senator Joyal — That the committee conduct full day hearings in Ottawa, preferably on Mondays, starting with the Minister of Indian and Northern Affairs and other officials on Monday, June 16, 2003.
After debate, it was resolved in the affirmative.
It was moved by the Honourable Senator Joyal — That the Steering Committee, for the purposes of this study, be composed of the Chair, Senator Rossiter (ad hoc replacement, Senator Beaudoin), Senator Chalifoux, and Senator Jaffer.
After debate, it was resolved in the affirmative.
It was moved by the Honourable Senator Chalifoux — That, for the purposes of this study, the committee's hearings in Ottawa be televised.
After debate, it was resolved in the affirmative.
It was moved by the Honourable Senator Beaudoin — That the Chair request that the Senate postpone the date of tabling for the report of this study to December 31, 2003.
After debate, it was resolved in the affirmative.
